Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

How can you make a difference?

Purpose of post

Under the general guidance of the Chief of Planning, Monitoring & Evaluation, responsible for programme planning function and overseeing of strengthening the culture and capacities of equity focus and results based programme planning and performance management of the country programme of cooperation at national, sectoral and decentralized level.

MAJOR DUTIES AND RESPONSIBILITIES

  • Coordinates the Situation Analysis for the relevant strategic areas and its periodic updates by monitoring and analyzing the social, political, and economic trends in the country, as they affect women and children. Ensure the evidence about the magnitude and location of the most vulnerable children and better prioritization and targeting. Ensure adequate Guidance and quality assurance of Sector Bottlenecks Analysis for the acceleration of progress regarding achieving equity results for the most vulnerable children.

  • Ensure strong technical guidance and quality assurance for developing High quality results-based Sector programme, Programme Proposals with Civil Society, Fundings Proposals with Donors, and planning the implementation and accountability for results.

  • Prepares the elaboration of the new country programme and ensure adequate programme documentation for the Country Programme Recommendation (CPR) and related documents such as, CPD, CPMP, CPAP, ensuring consistency with UNICEF Strategic Plan 2014-2017, national development priorities, sectoral strategies and goals.

  • Ensure technical leadership for decentralization of the development and implementation of plans for the improvement of the situation of children and women at federal, state and locality levels.

  • Coordinates the development of the need-based and risk informed annual workplans for the programme at State level and for sector using the needs-based bottom-up approach and ensures expected results and targets are achieved. Supervises staff, identifies training needs and provides on-the-job training.

  • Ensure the RBM capacity gap need assessment of partners on RBM and ensure technical leadership in building capacities of government authorities and counterparts for the purpose of adequate governance for results, value for money for children and sustainability of programme.

  • Ensure the strong innovative performance monitoring of the Country Programme of cooperation through VISION-RAM, develop and operationalize strong accountability systems for results vis-à-vis government and Donors; ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans. Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews (mid-year review, annual reviews) with government counterparts and other partners. Identifies bottlenecks or alternative courses of action to accelerate/improve programme delivery.

  • Contributes to UNICEF’s participation in the CCA/UNDAF process, ensuring adequate input on the improvement of the well-being of children and women.

  • To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social or Medical Sciences or other related field.
  • A minimum offive years of progressively responsible professional work experience at the national and international levels in social development, Programme Planning and management, monitoring and evaluation.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of Arabiclanguage is an asset.
