Sudan: PSS Delegate for supported programmes in Sudan

DRC is looking for a candidate to serve as PSS Delegate in Sudan, to support our growing portfolio of projects in 5 states of Sudan. The projects mainly focus on PSS & Protection as well as the Migration sector, with several interesting funding opportunities available both in the short and medium terms.

The delegate will be responsible for the support to the Sudanese Red Crescent Society in implementing an ECHO and Danida funded project in White Nile. The delegate will be based in Kosti, within the Sudanese Red Crescent Society White Nile Branch office, with frequent/daily movement to South Sudanese Refugee Camps in White Nile State, located approximately 1 to 2 hours away from the state capital.

Covering other supported projects in other states of Sudan and support to missions to DRC supported projects in other countries in the region may also occur.

DRC has been present in Sudan since the mid-80s, recently expanding its geographical focus to include 4 more states (Northern, River Nile, Kassala and White Nile) after a 30 years historical concentration in Red Sea State. Since 2016, DRC is the leading PNS in the PSS & Protection sector as well as in Migration.

DRC operates in close collaboration with the Sudanese Red Crescent Society, and with other Red Cross Society present in the country and we receives among others funding from ECHO, EU Trustfund, DFID and Danida.

Key Responsibilities Under the supervision of the Danish Red Cross Country Coordinator and in close cooperation with the PSS & Protection Delegate, you will be responsible for the following areas:

  • Ensuring that Danish Red Cross fulfils its obligations with Sudanese Red Crescent Society (SRCS) concerning the start-up/management of two projects in White Nile State:

    • The PSS funded DG ECHO project in White Nile State: Humanitarian response to emergency needs of South Sudanese refugees.
    • The PSS component of the Danish MOFA funded project: Disaster preparedness and psychosocial support for communities.
    • Support DRC’s role as fundraiser for SRCS, which includes providing inputs to relevant DRC communication and fundraising activities, exploring local fundraising possibilities and supporting relevant funding applications together with SRCS.
    • Contribute to in-country Movement coordination, to DRC’s discussions in relevant areas and support regular contact with ECHO, UN bodies, embassies etc., together with SRCS.
  • Develop PS activities and build sustainable capacity within Host National Societies (HNS) with focus on Branch staff and volunteers to implement quality PS activities within the projects

  • Development/adaptation of tools and material to be used in the implementation of PS activities in the project and support their implementation.

  • Design, plan and supervise adequate trainings for staff and volunteers attached to the projects in White Nile.

  • Provide first-level support to branch teams in planning, monitoring, evaluation and reporting on PS activities to ensure their quality, including through conducting field missions.

  • Monitor and provide programme management support to branch staff and volunteers in the implementation of the projects.

Qualifications and experience We are looking for an applicant with a relevant educational background, e.g., Master’s Degree in Psychology or Social Science. Experience with self-management and a distance-management is an advantage and so is experience from Red Cross/Red Crescent Movement. You should have 3 years of relevant experience in PSS programming or project management with a PSS focus and demonstrated good results with training, mentoring and building skills of staff and volunteers.

English speaking and writing skills are a key requirement, and can you speak Arabic is most definite an advantage and so is experience from the East and Horn of Africa, MENA. We also looking for experience with financial management and development and maintenance of partnerships.

As your personal qualifications we would like to see excellent communication and facilitation skills with diplomatic flair. You should have a high integrity and high commitment and respect for local culture with the ability to create strong relationships. You must be prepared to live in a modest environment with no or very limited access to social interactions. The work environment will at times be stressful. So, good humour and a positive attitude is treasured

Employment conditions The delegate will report to Danish Red Cross’ Country Coordinator in Khartoum. The duty station is Kosti, located in White Nile State. This is an unaccompanied position and Sudan is NOT and R&R duty station for Danish Red Cross, but the delegate will have access to a guesthouse in Khartoum

The starting date of the assignment is envisioned as 1st of August. The length of the contract will be 2 years, with possibility of extension. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension is within the range of 40.877,43 DKK and 43.163 DKK, depending on experience and qualifications.
