Context:
IOM implements a variety of programmes designed for specific sectors in the management of migration in Sudan. In its strategic direction to assist the population from the onset of emergency, establishing early warning mechanism to facilitate durable solutions, IOM is seeking a competent candidate to implement components related to and Shelter and Non-Food Items (NFIs).
Under the overall supervision of the IOM Sudan Chief of Mission (CoM), and the direct supervision of the Head of the Preparedness and Response Unit (PRU), the successful candidate will be responsible and accountable for the coordination and implementation of IOM programmes related to Shelter and Non-food Items (NFI) in Sudan.
Core Functions / Responsibilities:
Coordinate overall shelter and NFI projects, monitoring consistency with IOM Sudan’s strategic objectives and approaches in close consultation with the Head of PRU.
Maintain contact and share information with the shelter sector and government and humanitarian stakeholders relevant to the implementation of shelter programmes.
Monitor the day-to-day implementation of project activities including compliance with the work plan, project documents, and IOM rules, regulations, policies and guidelines. Identify and document significant project events, decisions, problems or deviations.
In close coordination with the Finance and Procurement Unit, monitor and draft project and budget revisions, reallocations and expenditures. Regularly inspect the quality of NFIs and shelter kit materials to assure that they meet required specifications.
Provide information and input on emergency response actions and assist in developing transition from emergency response to longer-term shelter recovery programming in close consultation with PRU head and relevant focal agencies and government representatives for early recovery.
Work in close collaboration with the Project Development Officers and provide the necessary timely information for the development of donor reports and the drafting of project proposals. Assist in planning and organizing donor visits to implementation sites, follow up on administrative and logistical arrangements, and maintain contact with donors.
In close coordination with the Project Development Officers and Information Management Unit (IMU), assist in the preparation of fact sheets, press releases and other visibility materials that highlight project successes for wider internal and external audiences.
In close consultation with the Head of PRU and coordination with the Heads of Sub-Offices, implement sound monitoring and evaluation mechanisms in all areas of planning and intervention during shelter and NFI programming.
Contribute to the integration of priority cross-cutting issues in shelter and NFI needs assessment, response, planning and monitoring (e.g. age, diversity, environment, gender, HIV/AIDS and human rights).
Coordinate timely and effective distribution of assistance through evidence-based selection criteria and the relevant sector coordination mechanism that operates at the federal and the state level, while taking into account participatory community based approaches.
Supervise and provide technical and administrative support to field-based project staff in planning, implementing, monitoring and documenting activities (such as tracking delivery challenges, lessons learnt and best practices), and make recommendations for further capacity development.
Undertake regular field visits to monitor project activities and to provide information and support with respect to project management and internal procedures.
Perform such other duties as maybe assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Sciences, Disaster Management, International Relations, Conflict Management, Human Rights, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Operational field experience a must;
• Emergency experience preferred;
• Experience in project implementation and management, monitoring and reporting;
• Knowledge of the region is an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
