We're Population Services International (PSI) South Sudan, one of the East African Region's leading non-profit social marketing organization. We work to ensure that people of South Sudan have access to health care products.

There over 100 “PSI'ers” in South Sudan. We are a diverse group of professionals with wide ranging backgrounds in law, marketing, public health with a mix of non-profit and profit sector experience. PSI began operations in Southern Sudan in January 2005, distributing Long-Lasting Insecticide-Treated Nets (LLIN) through the commercial sector and implementing behavior change communication on HIV/AIDS. Over the years, PSI has continued its presence and expanded operations to include a comprehensive hygiene, sanitation and safe water program.

In 2009, PSI started a Home Management of Malaria (HMM) program for children under five years old. Since then, HMM has evolved into a broader Integrated Community Case Management (ICCM) program with the addition of pneumonia, diarrhea and acute malnutrition interventions.

In South Sudan PSI is the prime recipient for Global Fund and DFID grants. We manage our program through partners (other NGOs) who help us administer the program in South Sudan. You will play an integral part in the Global Fund Program Management Unit to provide oversight and work closely with our partners and stakeholders, including the MOH.

We are looking for an Experienced M&E professional who have worked with donors like the Global Fund, USAID and DFID, managing the M&E function. We pride ourselves in providing outstanding service to our internal and external partners, so an outgoing personality, strong collaborative spirit and dedication to team work is a prerequisite and a key success factor

The incumbent will be required to travel to implementation sites for the purpose of monitoring the project activities.

Your contribution

Track, Evaluate and Improve Partners Performance

  • Conduct monthly and quarterly review of partners' programmatic reports for accuracy and provide recommendations to improve performance and follow through to ensure recommendations are implemented.
  • Manage quarterly field supervision visits and data quality assessments of partners to verify reported results using disaggregated DHIS data and paper based tools.
  • To have oversight for research activities to be undertaken during the life of relevant donor grants, for example Vector susceptibility survey or a malaria indicator survey.
  • Work closely with the Project Director and Finance and Compliance Manager to prepare variance analysis for the quarterly/bi-annual/annual final reports to PSI donors.
  • Lead preparation of high quality programmatic reports (PUs, PUDRs and ICCM narrative reports) to donors, , and government on behalf of all implementing partners.
  • Take lead role in the orientation of SRs on relevant grant documents (logical framework, work plan and proposal).

Improve Systems, Build Capacity and Provide Technical Support

  • Based on emerging needs, review and update the M&E reporting tools and grant documents.
  • Provide M&E capacity building to SRs through routine assessment, DHIS refresher trainings.
  • Ensure efficacy and functionality of DHIS system and take active role in the MoH initiative to transition the database reporting system from DHIS to DHIS2.
  • Provide the technical lead in themapping exercise of CBDs, CBD Supervisors, and health facilities through the program partners.
  • Forecast and track consumption of health product commodities
  • Set up data base for key activity areas

Manage and Mentor

  • Manage, train and supervise the M&E Team .
  • Work with the Ministry of Health to advise on how best to build the capacity of national M&E staff, including training of state and county M&E Officers.

Collaborate with Partners and Stakeholders

  • Be an active participant of the National M&E Technical Working Group, work with the Ministry of Health, Research and M&E Department to ensure harmonization of tools, contribute to in-country evidence based approach, and partner with National, State and County Ministry of Health M&E departments.
  • Partner with National Malaria Control Program and Technical working group to oversee any relevant national surveys such as the Malaria Indicator Survey from concept development to reporting of results.
  • To coordinate and give technical lead on the delivery of research studies, such asVector Susceptibility Study or the Therapeutic Efficacy Study led by the National Malaria Control Program.
  • To provide support to any tender processes for these studies to be carried out
  • Working with regional colleagues to ensure that the studies meet International Stnadards and are carried out according to the contracted timelines.
  • Facilitate clear lines of communication between relevant colleagues within PSI South Sudan, regional office Nairobi and Washington DC
  • Perform any other related duties that may be assigned by the immediate supervisor.

Our ideal candidate will possess:

  • Applicants should have a minimum of a Bachelor's. A Master's degree in a health-related or social sciences discipline is preferred
  • Minimum of 7 years of relevant experience in program monitoring and evaluation, including 4 years of supervisory
  • Demonstrated experience with developing and using M&E tools
  • Demonstrated experience with designing and managing databases reporting and tracking program achievements
  • Proven experience in design and implementation of logistical procedures for data collection and analysis in developing countries
  • Proven experience implementing health facility and community based M&E activities
  • Ability to undertake field visits
  • Excellent skills in use of DHIS and DHIS2 with proven experience in building capacity of Partners and MoH in implementing DHIS and DHIS2
  • Experience supporting international development projects, funded by major international donors such asUSAID or Global Fund
  • Ability to effectively engage with other partners and government institutions
  • Demonstrated ability and motivation to build local staff capacity and train others
  • Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels
  • Experience working in developing countries
  • Fluency in spoken and written English
  • References will be required

To succeed in this role you must be self-motivated, have a strong sense of accountability and ability to deliver on time results.
