PSI seeks dynamic candidates with experience working in challenging operating environments to achieve operational excellence in South Sudan. The Executive Director will provide leadership and management oversight to the PSI/South Sudan staff and ensure a smooth close out of its DFID ICCM program and acceleration of the Global Fund Malaria project currently being implemented through 2020. The Executive Director represents PSI to government, key stakeholders and donors; directs staff; ensures contract compliance; manages financial, administrative and logistical resources; prepares and executes budgets as needed during the DFID ICCM close out and acceleration of GF program implementation. In addition to proven skills in organizational management, the ideal candidate will have demonstrated ability to oversee the implementation of risk mitigation strategies in difficult operating environments. The Executive Director report to the Director Global Fund Management Unit in Washington, D.C.

Your contribution

The Executive Director will hold overall responsibility for the operations in PSI South Sudan through January 31st, 2019. S/he will provide leadership guidance to the Country Representative who will directly oversee the DFID ICCM project and GF NFM1 project closeouts. More importantly s/he will be responsible for achieving ongoing operational excellence on GF NFM2 management (financial, administrative, and programmatic and compliance), and implementation of the risk mitigation strategy for PSI South Sudan by establishing a practice of following established standard operating procedures in functional areas at the country level. This includes, but is not limited to:

  • Lead change management following staff restructuring in country with a special focus on efficient finance and sub grant management and oversee the implementation of the risk mitigation plan.
  • Manage and achieve GF program acceleration ensuring existing project's deliverables and operational and financial targets are met
  • Oversee the close out of the current DFID ICCM2 grant award including notification and final financial and programmatic close out of project subrecipients;
  • Other duties as assigned.

The basics

  • At least ten years' management/work experience in a developing country; experience working in in a Challenging Operating Environment and in Africa preferred;
  • Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience;
  • Experience in organizational change management through restructuring.
  • Experience accelerating performance and closing out projects in challenging operating environments;
  • Knowledge of international development projects with emphasis on Malaria programming;
  • Proven ability to mentor staff as well as to transfer coaching skills to supervisors;
  • Familiarity with the Global Fund as well as other international donor community;
  • Proven leadership demeanor: calm under pressure, diplomatic, and decisive;
  • Fluency in English;
  • Proficiency in word processing, the use of Excel, and data analysis;
  • Excellent writing skills;
