Sudan: International Consultant to support the timely coordination of the preparation, writing and quality assurance of reports, concept notes and proposals for five months

Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

How can you make a difference?

The consultancy will support the timely coordination of the preparation, writing and quality assurance of reports, concept notes and proposals and other selected, related documents as well as support with donor information and intelligence, resource mobilization and donor relations more broadly.

Specific Tasks

- Compile, edit and submit concept notes, proposals, updates, and reports for the Sudan programme in consultation with sections, field offices and the programme support team. Compile and edit programmatic updates based on inputs from sections. Contribute to the monthly Humanitarian Situation Report and other updates and reports. Compile, design and support donor briefings and communications as required. Provide inputs for briefing notes as applicable.

- Update and maintain information on all the donor and programme reporting requirements. Ensure that section heads and field offices are updated on these requirements and follow up as required, including provision of accurate, high quality and timely reports to donors and partners. Maintain archives for all reports and proposals.

- Maintain contact with OCHA’s Sudan office and others in-country with regard to reporting requirements and ensure sections and field offices are updated on such requirements. Draft UNICEF’s input into reports in cooperation with programme staff.

- Support field offices during donor, media, and other high level missions, in collaboration with the communications, co-ordination and operations sections.

- Support with arranging programme meetings and taking programme meeting minutes.

- Contribute to the development and management of initiatives for high-level outreach, including for Management.

- Contribute to gathering and maintaining donor and partner information and intelligence in support of advocacy and resource mobilization efforts;

- Support with donor and resource mobilization contacts and communications.

- Contribute to strategies for engagement and the development of communications products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development.

- Work closely with UNICEF colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNICEF’s supports.

- Perform other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed as well as supporting with donor recognition/visibility requirements.

Expected Deliverables

Pre-agreed, assigned donor reports, concept notes, proposals and other strategic documents and communications that meet quality standards and are submitted by the agreed due date.

To qualify as an advocate for every child you will have…

An advanced university degree in political or social sciences, international relations, communications, journalism or other relevant field.

A minimum of three years of progressively responsible professional work experience at national and international levels. Previous experience of communications, external relations, or donor proposal and report drafting is an asset. Fluency in written and spoken English is necessary.
