BACKGROUND
The Sudanese region of Darfur is riven by conflict and insecurity, which affects the entire population and has caused the displacement of approximately 2,000,000 persons, 80% of whom have lost everything they owned. Both the nationwide 2012 Interim Basic Education Strategy (iBES) and the subsequent 2013 Darfur Development Strategy consider education as one of the main factors for social and economic development. UNICEF, in partnership with the EU, is supporting the implementation of the Darfur Basic Services Programme (DBSP) in South and East Darfur and the Primary Education Programme (PEP) in all five Darfur states. UNICEF is further supporting other education access and quality programmes including a large focus on emergencies to respond to the region's needs.
The EU-funded Primary Education Program (PEP) in the five Darfur states aims to reduce disparities between and within the states of Darfur, by contributing to an increase in access and quality of primary school education. The Darfur Basic Services Programme (DBSP) aims to enhance basic education services in South and East Darfur through an improved teacher training and management system.
In order to support the Ministry of Education to effectively plan, implement, monitor, evaluate and ensure delivery of the expected results of the UNICEF supported programmes, UNICEF is hiring a roaming Education Programme Coordinator for the Darfur States to provide technical support to the Education programme officers in the Darfur states on PEP and the DBSP in South and East Darfur. While the Coordinator will focus on the two EU funded projects in all Darfur states, his responsibility will also include the implementation and management of other Education RWP activities. On an interim basis, the candidate is also expected to provide more focused assistance on Education RWP activities to the field office in El Fasher, North Darfur (duty station).
PURPOSE OF THE POSITION
Under the direct supervision of the Chief of North Darfur Field Office (CFO) and with technical supervision of the Education Specialist-Quality in Khartoum, the roaming Education Specialist has dual roles as follows:
1) Responsible for the coordination and technical guidance for the planning, implementation, monitoring, evaluation and reporting of the EU funded Primary Education Project (PEP) and the Darfur Basic Services Project (DBSP) in all five Darfur States. Based in El Fasher Field office the Specialist is expected to travel frequently to other four Darfur states to provide technical assistance, mentoring and coaching to the Education Programme officers assigned in the States. In this roaming role with particular focus on EU projects in all five Darfur states, the incumbent reports to the EU Project team leader in Khartoum.
2) Responsible for the planning, implementation, monitoring, and evaluation and reporting of the regular education annual work plan and emergency response activities in North Darfur State in 2016. This will be on interim basis to fill staffing gap due to absence of the assigned full time staff person on extended mission to Khartoum. In this role, the incumbent reports to the Chief Field Office in El-Fasher.
The CFO of North Darfur in consultation with the Education Specialist-Quality and Chief of the Education in Khartoum, has the responsibility for performance planning, management and assessment of the post including personnel related administrative and management processes and procedures in accordance HRD policies.

MINIMUM REQUIREMENTS
Education Background:
• An Advanced University Degree in Education, Economics, Psychology, Sociology or other Social Science field is required.
Work Experience:
• Minimum five years' experience in implementing, managing or evaluating education related projects with government counterparts or in an aid organization
• Experience in education planning or programme/project management
• Familiarity with development of project monitoring frameworks and/or monitoring and evaluation tools
• Relevant experience in a UN system agency or organization is an asset.
• Good facilitation and report writing skills.
Language Proficiency:
• Fluent (speaking and writing) in English
• Knowledge of Arabic is an asset
