Introduction

Poverty in Sudan is deep, multi-dimensional and affects 46.5% of the population, particularly those living in rural and remote areas. The value of consumption by the poor is only about 65% of the national poverty line; they either lack access to essential services or get further impoverished by paying for essential services. An estimated 2.3 million poor families (about 14 million people) require urgent access to basic services, according to a survey by the Zakat Chamber. An additional 23.5% of the population, classified as non-poor, are also vulnerable with high risk of falling into poverty if they are exposed to financial shocks.

The Ministry of Welfare and Social Security (MoWSS) is implementing the "BUILDING CAPACITY FOR INCLUSIVE SERVICE DELIVERY" project in partnership with the African Development Bank. The project is managed by a Programme Implementation Unit (PIU) established inside the Ministry and targets two states, North Kordofan and White Nile. The ILO takes responsibility under the AfDB-MoWSS programme for the realisation of major parts of the programme's third outcome: Sustainable community-based safety-net platforms in North Kordofan and White Nile. Poor communities will enhance their skills, employment and income generation potential and hence will be enabled to benefit from social protection services.

The project with a value of 6.4 million USD is composed of the following three interrelated results:

Result 1: Skills of local women and youth are enhanced to improve employability, income generation and their participation to health insurance systems

Result 2: Sustainable micro and small enterprises are created to generate income and jobs and improve health insurance coverage

Result 3: A coordinated delivery mechanism for social protection, skills development and other social services is designed and capacity built to facilitate access to health insurance and other services and transfers
