A.ORGANIZATIONAL CONTEXT.
UNHCR Sudan has developed and finalized the initial vision for a New Partnership sponsored by the Government of the Netherlands and involving UNICEF, ILO, World Bank and IFC in addition to UNHCR. The partnership will focus on delivering change within the South Sudanese refugee and host community populations particularly in East Darfur and West Kordofan States, in addition to advocating for updated policies at the federal level. The Programme Officer will ensure the coordinated design and budgeting of the project’s unique activities and joint outcomes with all partners in addition to ensuring the timely implementation of the activities in line with the approved proposal. The position will require continuous coordination with the four strategic and implementing partners: UNICEF, IFC, World Bank, and ILO. The Vision for this Partnership is to engage the whole-of-society for the protection and assistance for refugees and hosting communities in line with the CRRF approach through a comprehensive strategy on mainstreaming essential services for refugees, and transitioning both refugees and their host communities to a sustainable approach to socioeconomic resilience through improved education, skills development and access to markets.
The incumbent will receive guidance from the Senior Programme Officer, the Senior External Relations Officer and the Assistant Representative (Programme). The incumbent may supervise some support staff. S/he may receive indirect guidance from other sections and technical focal points relevant to the Partnership project activities. UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Officer. S/he is also expected to stay abreast of the challenges posed to the region by the political context, donor expectations, the UN and humanitarian reform and institutional developments.
The incumbent is expected to be an experienced Programme Officer familiar with programme management rules and regulations and knowledge of working with donors, UN agencies and other partners, in bilateral and multilateral or consortium approaches. The incumbent will work closely with the External Relations unit to ensure that donor (Government of Netherlands) proposals and reports are done in line with the agreed objectives and targets. S/he should have the ability to ensure the priorities and activities approved within the Partnership project are timely and appropriately reflected in agreements with the partners as well as under the direct implementation by the Office. S/he should also ensure the activities are implemented as planned, and reported to the donor in a timely manner.
B.FUNCTIONAL STATEMENT.
The organizational fundraising actions are fully supported by maintaining regular contact with the donor (Government of Netherlands) representatives and by submitting project funding submissions, appeals and required reports (quarterly, interim, and annual).
Act as the Project Coordinator to represent UNHCR in the Partnership negotiations and regular coordination meetings and be the focal point for briefings, field missions and visibility efforts related to the partnership.
Support the External Relations unit in preparing the Financial and Narrative reports by providing timely, accurate and verified information and statistics.
Coordinate and liaise with the four strategic partners (UNICEF, IFC, World Bank, and ILO), as well as the Government of Netherland as required, to ensure smooth implementation and to enhance the partnership.
Partner agreements are negotiated and established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures.
Collect information from field on the Partnerships and earmarked funding, ensuring that the donor contribution is budgeted in the best-fit way.
Guide and train UNHCR as well as partners’ staff in UNHCR standard procedures related to the Results Based Programme management, Monitoring, and reporting.
Undertake proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyze UNHCR’s performance, trends and target interventions in this Partnership.
Undertake periodic field visits, either individually or in a multi-functional team, to monitor, verify and evaluate the implementation and monitoring of projects. Implement the establishment of sound monitoring processes, review final reports and on progress in order to advise on any corrective actions required to reach planned target levels.
Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to record data and generate data for evidence-based decisions at the country-level.
Ensure compliance in issuance of audit certificates for partners.
Monitor the implementation of Partner Risk Management techniques and tools.
Perform other related duties as required.
C. ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
Undergraduate degree (equivalent of a BA/BS) in Economics, Business Administration, Social Science or related field plus minimum 6 years of previous job experience relevant to the function. Graduate degree (equivalent of a Master’s) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted
Experience of working in a consortium approach on multi-sectoral interagency partnerships.
Excellent knowledge of English with highly developed drafting skills, and Arabic is desirable (not essential) as another UN working language of the duty station.
D. DESIRABLE QUALIFICATIONS & COMPETENCIES.
Completion of the UNHCR Learning programmes or specific training relevant to functions of the position
Good knowledge of UNHCR financial rules, procedures and processes
Knowledge of UNHCR specific programmes (MSRP, Focus, etc.)
Computer skills (in MS office)
Experience in donor relations.
Knowledge of additional UN languages.
