Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Purpose of post

Under the supervision of the Health Specialist managing the Global Fund Project at UNICEF, in consultation with the Chief of Health and Nutrition, and the Health Manager, the Consultant will evaluate the distribution of LLINs at state level in 2018 and establish comprehensive tracking system to ensure that every LLINs receive by beneficiaries can be tracked and followed within 3 years of their life cycle. The Consultant shall make clear recommendations to improve distribution of LLINs in 2019 and beyond.

Basic objectives of consultancy/contractor (assignment) services

To evaluate methodology and guidelines used for mass and routine distribution, identify operational gaps and develop an action plan for improved efficiency.

  • Review methodology and guidelines of mass and routine LLINs distribution.
  • Review reporting system for mass and routine LLINs distribution by locality and state
  • Develop SOPs to address challenges identified within the distribution approaches and to standardize LLINs distribution approaches.
  • Undertake field visit during LLINs distribution to implement the SOPs in subsequent LLINs distribution campaigns to all states targeted by distribution.
  • Establish Tracking System for LLINS distribution at State, locality and community level

  • Review current LLINS follow up mechanism identifying weakness and making recommendations for improvement.
  • Ensure that every distributed LLINs can be tracked at any time during 3 years of the LLINs life cycle through proper reporting of beneficiary name, age, sex and addresses in the distribution list and distributions report for mass distributions at locality and health facility level.
  • Review reporting mechanism at state and locality level and develop action plan to improve the reporting
  • To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Medicine, Public Health or any related technical field.
  • A minimum of FIVEyears of progressively responsible professional work experience at the national and/ or field of integrated vector control and management program.
  • Knowledge ofLLINs distribution strategies.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Arabic languages.
