Project Summary:
The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement. The project includes monitoring and evaluation technical support to the Mission for performance management at all levels as well as support to assessments, analytical research, and related services required for new project designs, sector strategies, and broader strategic revisions.
Position Summary:
The Senior M&E Advisor will provide technical assistance and guidance to USAID/South Sudan's program office, technical teams and implementing partners (as requested) on a range of issues related to the Mission's monitoring and evaluation activities. He/she will supervise and manage MESP's analytical unit, providing technical oversight on M&E activities including: rolling Political Economy analyses, implementing USAID's CLA agenda, designing and implementing data quality assessments (DQA), development and management of a data visualization platform for the third-party monitoring data, and a set of assessments and special studies to be determined by the Mission. This position will also be responsible for facilitating development of information products that enhance USAID's decision making and planning capacities, including GIS mapping.
The Senior M&E Advisor will be responsible for editing and overall quality control of Third-Party Monitoring reports, studies, and other MESP reporting deliverables. The position reports directly to the deputy chief of party (DCOP), with chief of party (COP) providing overall guidance. This is a long-term technical assistance (LTTA) position based in Juba, South Sudan.
Responsibilities:
- Support USAID/South Sudan technical and program offices to design, plan, manage, supervise, and lead implementation of technical assistance, evaluation, and capacity building interventions through MESP.
- Coordinate with MESP senior management and technical staff to ensure the effective preparation, execution, and management of project activities.
- Provide technical support and quality assurance for third party monitoring, evaluation, assessments and research-related activities.
- Design and operationalize research methodologies and tools including evaluation and assessment data analysis plans, data collection instruments and data collection plans.
- Serve as lead writer or as a technical reviewer of deliverables, including data analysis plans, data collection instruments, reports, presentations, summaries and briefs.
Qualifications:
- Graduate degree in data science, evaluation, international development or a related field.
- At least 8 years of international experience in the design and management of evaluations (impact and performance), rapid assessments and project reviews, including quantitative and qualitative data collection approaches, protocol development and analyses, participatory approaches and data verification techniques.
- At least 5 years of demonstrated experience developing performance management plans, monitoring project implementation, or verifying data from large development projects for complex multi-million-dollar projects.
- Demonstrated data visualization skills/competencies.
- Excellent English writing skills and speaking ability, with significant experience in conflict/post-conflict environments.
