WHO WE ARE

The Sudanese Development Initiative (SUDIA) is a pioneering non-governmental non-profit organization working for peace, development and good governance in Sudan. The organization works with a broad cross-section of actors and stakeholders developing programmes and providing services that centre around peacebuilding and human security, natural resource management and environmental conservation, democracy and human rights promotion.

POSITION SUMMARY

The purpose of this position is to oversee, maintain and improve SUDIA internal/external monitoring, evaluation and learning (MEAL) and reporting systems with the aim of acquiring a better understanding and documentation of the impact of the organization’s programmes and projects as well as improving their relevance, efficiency and effectiveness. As MEL Manager you will be responsible for managing the monitoring, evaluation and learning activities, including developing and implementing MEL frameworks, performance indicators, MEL tools, and data quality processes to ensure the timeliness and validity of data and analysis and its effective use for decision making and project learning. You will oversee and coordinate the MEL initiatives of several projects being carried out by the organization and contribute to strengthening the capacity of project staff and partners and providing technical support to their use of M&E plans, processes, and tools.

KEY TASKS/RESPONSIBILITIES

The MEL Officer will oversee the organization’s/projects MEL activities and data reporting requirements in Sudan. S/he will also serve as the liaison and point of contact with external evaluation contractors and partners. Specific responsibilities include but are not limited to:

• Oversee all aspects of the performance measurement for projects, including day-to-day tracking, reporting on activities, and data quality assurance.
• Draft and revise project MEL plans and key performance indicators, including detailed indicator definitions and activity tracking tables
• Develop data collection tools and procedures, oversee the project database and reporting to SUDIA donors and partners
• Collaborate and train Regional Operations Managers and Project Managers, other staff and project partners on data collection, analysis, and ensure data is collected in a timely manner
• Participate in project monitoring through site visits, review of project reports, and analysis of performance monitoring and other data
• Lead on the implementation of monitoring, evaluation and learning activities
• Foster a results-oriented and learning culture throughout projects to ensure that M&E data and learning are used by the project team to improve performance
• Contribute to the design of external project evaluation strategies
• Write periodic MEL reports and support the reporting of project performance to partners and donors
• Work with the Communications Officer to ensure data and learnings are prepared for dissemination
• Collaborate and liaise with partners and any external evaluators to design and carry out assessments or evaluations
• Other duties as assigned

QUALIFICATION, SKILLS and EXPERIENCE
Qualifications
• At minimum you will hold a university degree in a development studies, social science, political science, or related field or another relevant field;
Experience
• A minimum of 2 years’ experience working in a similar position
• A minimum of 4 years of previous work experience in the NGO sector;
• Experience of working in partnership with local organizations, NGOs and other civil society networks;
• Proven skills in building capacities of staff and local organizations in Monitoring and Evaluation
• Experience with quantitative and qualitative research methodologies
• Strong skills in developing and utilizing results frameworks, logical frameworks, or similar tools for project design, monitoring and evaluation
Skills:
• Must be professionally proficient and fluent in written and spoken English and Arabic
• Good inter-personal, coordination and communication skills.
• High level of personal motivation and initiative; ability to work without/under minimal supervision.
• Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint)
