Background Information:
UNHCR established itself in Kordofan State of Sudan since 2011 initially to provide assistance to persons affected by conflicts opposing the Government and armed group in South Kordofan. In 2018, the Field Office based in Kadugli was upgraded to Sub-Office (SO) with a wider responsibility to oversee the management of the operation in South Kordofan and West Kordofan following the influx of South Sudanese refugees in Sudan.
The Field Office in El Fula is responsible for the management of the refugee responses in main settlements including Kharasana, El Meriam, Muglad, and El Nuhud Localities and oversees the refugee concerns in other 12 Localities in West Kordofan State. Since 1st November 2018, the Sub Office extended its presence by opening a new Field Office in Abu Jubeiha town in the eastern corridor which is hosting more than 90% of the refugee population in South Kordofan.
Abu Jubeiha Field Office is responsible for day to day management and addressing refugee needs in all settlements in Abu Jubeiha Locality (Abu Jubeiha town, Gedied, Geried, Sirajiya, Abu Nuwara refugee settlements ) and El Leri Locality (Dar Bartti and Um Kuwarro refugee settlements), under the overall supervision of Sub-Office in Kadugli. The main purpose of setting up the Field Office in Abu Jubeiha is to ensure greater presence of UNHCR in those settlements to identify and address needs and gaps, monitor the activities in the field and provide appropriate responses to protection needs in Abu Jubeiha and El Leri Localities. Two Reception centres have been set-up to provide immediate humanitarian assistance to new arrivals fleeing the violence in South Sudan entering South Kordofan State.
To ensure that people of concern get access to appropriate assistance and protection, UNHCR in Kordofan’s State is working in close cooperation and partnership with the Government, Lines Ministries and National Counterpart (COR and HAC) as well as International and National Organizations and UN Agencies (OCHA, UNICEF, WFP, IOM, WHO, FAO, UNMAS..). Based on the out of camp approach and to promote complementarity among agencies, UNHCR developed LoU with UNICEF which clearly determine area of responsibility in some sector and a MoU with WFP for the provision of foods assistance to PoCs.
Activities are mainly implemented in various areas (Protection, Health and Nutrition, Education, WASH, Livelihoods, etc.) though Project Partnership Agreements (PPA).
The Associate Programme Officer will be based in Kadugli and will report to the Head of Sub Office. As per his/her areas of activities, he/she will receive indirect guidance and instructions from the Programme unit in Khartoum and will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require close working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.
Responsibilities
• Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
• Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
• Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
• Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
• Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
• Ensure the timely implementation and monitoring of the Project Partnership Agreements (PPA) signed between UNHCR and partners.
• Support the development of funding proposals and reports as per donor’s request in coordination with the Branch Office and External Relations Officer.
• Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
• Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
• Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
• Ensure capacity building for all UNHCR partners (national and International NGOs), Government Counter parts and Line Ministries and assist them in all programmatic process;
• Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
• Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
• Perform other related duties as required.
Essential minimum qualifications and professional experience required.
• 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree*.*

• Economics; Business Administration; Social Sciences; or other relevant field.
Certificates and/or Licenses
• Programme Management.
• Certification Programme in Programme Management (CP-PM)
Relevant Job Experience
Essential:
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
Desirable:
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Location: The Associate Programme Officer will be based in UNHCR Kadugli with travel to within Kordufan states.
Remuneration: Monthly fees range between US$5,000 – US$6,800, depending on the level of expertise of identified candidate. Daily subsistence allowance for travel within the country will be payable as applicable.
