Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

International Consultant to lead the review of the national Infant and Young Children Feeding (IYCF) strategy in Sudan

Basic objectives of consultancy/contractor (assignment) services

  • - Assess achievements and challenges with progress on current IYCF strategy
  • - Propose recommendations and changes to the strategy for the coming 5 years.
  • Objective 1:

    Assess achievements and challenges with progress on current IYCF strategy

    Key Activities/Tasks

  • Develop/identify the approach to undertake the review including methodology and summarize this in the review strategy concept note
  • With M&E and FMOH support review all strategy indicators and analyze the strategy progress
  • Undertake consultations with key stakeholders to discuss progress and challenges as well as key lessons learned (methodology to be determined from the above – should use more than one approach and include stakeholders at various levels and across organizations as well as across states)
  • Output(s)/Deliverable(s)

  • Concept note of strategy review developed
  • Report with analysis of indicators developed
  • Report outlining progress on activities, challenges and key lessons learned including appendixes summarizing findings by methodology developed
  • Evaluation Criteria:

  • Quality of analysis
  • Comprehensiveness of review
  • Quality of report including clarity of findings
  • Objective 2:

    Propose recommendations and changes to the strategy for the coming 5 years.

    Key Activities/Tasks

    1.Feedback workshop with a large range of stakeholders and identification of recommendations

    2.Further consultations and finalizing of recommendation

    3.Engagement with FMOH and other Government stakeholders to ensure endorsement of recommendations

    Output(s)/Deliverable(s)

  • Workshop report highlighting participants, summary of the discussions, and outline of proposed recommendations conducted (to be appendixes in final report)
  • Draft review report including chapter on recommendations and next step shared with UNICEF and Government
  • Final review report including chapter on recommendations and next step endorsed by Government
  • Evaluation Criteria:

  • Quality of analysis
  • Comprehensiveness of review
  • Quality of report including clarity of findings
  • To qualify as an advocate for every child you will have…

  • Master's degree in Nutrition or Public Health or social policies development
  • Highly experienced in developing and reviewing strategies
  • At least 5 years of experience working in the field of nutrition, in particular infant and young feeding or development of polices and strategies
  • Extensive knowledge and understanding of IYCF- standards and guidelines
  • Willingness and capacity to be flexible and accommodating when faced with difficult working conditions;
  • Experience working within the humanitarian and development context
  • Established excellence in written communication, including the preparation of easy to understand capacity building materials
  • Knowledge in Sudan context is asset.
