About the Position:

The primary responsibility of the Project Manager is to lead and manage the implementation process of the project funded by German Federal Foreign Office for the “Provision of humanitarian assistance in the areas of WASH, Livelihood and Protection to South Sudanese refugees and Host communities in White Nile State of Sudan”.

Dimensions of Role:

  • Ensure that Plan’s and GFFO’s policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
  • Manage and lead the project execution and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.
  • Lead and manage the project team, the project budget, the project risks, the project security matters, and the affairs of the project partner (National NGO co-applicant).
  • Ensure prompt and accurate reporting on the project to all concerned parties at the Plan International Sudan Country office, International Office, Donor and the Government of Sudan as deemed required by each.
  • Responsible to ensure representation of the project in all related coordination structures at state and localities levels as well as to ensure effective liaison on behalf of the project at all levels and with all to whom the project is of concern.
  • As the first official contact, responsible to liaise with partner and implementing bodies ensure their compliance with the agreed roles, deadlines and responsibilities to implement the project through its lifetime.

  • To manage the project’s approved budget and ensure that the approved activities are implemented according to the approved budget lines and cost-effectiveness.

  • Ensure that effective monitoring project’s interventions is carried out and documented properly.

  • Conduct site visits regularly to monitor implementation and submit monthly reports on project progress.

  • Ensure that an effective communication system is developed and maintained to the satisfaction of all clients.

  • Ensure that GFFO reporting requirements-which are stated in the FAD and other project and donor agreements-are met properly and timely.

  • Develop and maintain effective partnerships and alliances that facilitate proper implementation of the project.

  • Ensure that gender equality program criteria as set out in Plan’s Planting equality program guidelines is applied throughout the project cycle.

  • To ensure implementation of child protection, and gender equalty in all the activities.

  • Ensure sex-disaggregated data is provided in all documentation and reports.

  • Ensure staff and partners track, analyze project performance against gender equality requirements for beneficiaries, document, report and plan corrective actions. .

  • Ensure relevant gender equality reflecting objectives, activities, indicators and results in all TORs.

  • Raise gender awareness in the work environment, and interpersonal relations with colleagues to contribute towards creating gender sensitive working environment.

  • Identify and address/advocate for issues of gender discrimination and inequality within Plan and with partners.

  • Maintain coordination and close relationship with Plan’s relevant departments (program management, Resource Mobilization, Accounts and the relevant PUs).

  • Provide guidance, leadership, coaching and support for project Staff and assess their performance following performance standards and HR systems.

  • Facilitate and participate effectively in project audits, reviews and evaluation.

  • Ensure that proper documentation of the project’s interventions and activities is maintained.

  • Responsible for project level administration, procurements, project office establishment, recruitment of project staff and other related human resources issues.

Key End Results of Position:

The Project Manager is accountable to fulfill his/ her roles and responsibilities in line with Plan International code of conduct, Child Protection Policy, Gender equality Policy and strategy, sexual harassment policy, values and principles, and to report to the line-manager regularly on the basis of annually defined key performance indicators (KPIs).

  1. Project Stakeholder Management

  2. Manage the partnership agreement with the project partner – co-applicant

  3. Have solid working relationship with all the key stakeholders.

  4. Community Based Organizations, CSOs and LNGOs were oversaw, supported and training

  5. Manage communications and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.

  6. Manage information flows between country office/Program department and the Project stakeholder.

  7. Project Management

  8. Develop detailed annual work plans for the project and enforce adherence of all to the plan and subsequently approved amendments.

  9. Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.

  10. Manage project risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of project.

  11. Lead the project team and develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.

  12. Manage project related security matters and ensure keeping all concerned are accurately and promptly informed about the status of project security at any point in time during the project period.

  13. Identify and address Needs assessed

  14. Maintain and apply Plans’ standards of practice, policies and procedures.

  15. Manage the partnership agreement(s) with the implementing partner (NNGO).

  16. Personnel Management

  17. Lead and motivate project management team.

  18. Ensure performance reviews are conducted including gender equality related Individual Accountability Plans of staff reporting to this position.

  19. Have a thorough understanding of the Plan International-Sudan Personnel contract modalities and the local labor law.

  20. Ensure safety and security for all personnel comply with Plan International-Sudan standards.

  21. Ensure Child protection policy and Gender equality and sexual harassment policy provisions are adhered to with regards to personnel management as set out in the respective policy documents.

  22. Monitoring, Evaluation and Reporting

  23. Develop and maintain project reporting protocols, both narrative and financial, and ensure accurate and prompt reporting to all concerned (Plan International Sudan, donor, Government of Sudan, and other project stakeholders).

  24. Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.

  25. Capacity Building

  26. To identify the needs and support development of staff and partners to increase their competence project delivery.

  27. To participate in the recruitment, selection and induction of staff

  28. Representations

  29. Management of project representation matters and ensures attendance of all relevant coordination forums and events at CO & Sub-Office levels.

  30. Develop and maintain processes to ensure exert of high value liaison effort with Government Authorities, the donor, humanitarian community etc. on matters related to the project

  31. Travel

  32. The Project Manager is based in Kosti and will be required to frequently travel within the State to the field locations as well as to Khartoum.

  33. Others

  34. Any other functions and responsibilities of appropriate nature to the project Management assigned by the supervisor.

Qualification and Experience:

Education, Experience, Qualifications

  • Minimum of a Bachelor’s Degree in Human Rights, Social Science or any related field.

  • At least 5 years’ experience in project management level support experience ideally in an international setting

  • Writes in a concise and organized manner, manages meetings effectively,

  • Handles several projects simultaneously, meets budget responsibilities;

  • Assesses emergency scenarios and leads a response,

  • Competent in advanced excel formulae and functions

  • Experience in project management in particular Child protection program/projects.

Skills/ Abilities

  • Bi-lingual, need to be able to translate and communicate fluently in Arabic and English (written and oral)

  • Outstanding interpersonal skills.

  • Advanced knowledge and good experience of using Microsoft Office applications particularly Word, PowerPoint and Outlook.

  • Comfortable with taking timely decisions in situations where information may be incomplete, based on consultation and sound judgment.

  • Ability to work and interact with people of diverse backgrounds

  • Ability to multi-task and prioritize competing demands.

  • Excellent Office Management Skills.

Salary and Benefits:

Plan offers a very competitive salary and benefits package to its employees. The starting salary for this post is 9,100SDG (Nine Thousand One hundred SDG) per month. In addition to the salary, Plan offers a generous package of benefit and different allowances including health insurance. Plan also pays additional three months basic salary every year to staff during key festivals "Eid Alfeter, and Eid Adha” and in the month when school starts in Sudan. Plan also provides a number of capacity development opportunities to its employees including Talent Management Program.
