Trocaire wishes to announce a vacancy in the partner organization within the Emergency Response Programme . The post holder will be recruited by Trocaire partner working on a large humanitarian intervention based in Sudan/South Sudan.
The Partner has been working in this region in providing quality clinical care to the conflict affected population through out-patient and in-patient care, including surgery and laboratory facilities.
The Clinical Officer reports to ORP Project Manager. This position is based in Sudan/South Sudan with frequent travel to the rural communities.
The Clinical Officerwill be responsible for:
· Implement primary health care activities in identified rural clinics through outreach
· Build capacity of clinic health staff and community health workers
· Participate in project monitoring and evaluation.
· Provide clinical consultations for patients at rural clinics as needed.
· Jointly with the clinic staff review any in-patients or patients held under observation at the clinics
· Organise referrals of life-threatening emergency cases
· Ensure strict adherence to universal precautions in the health clinic.
Capacity building of the clinic health staff and community health volunteers
· Jointly with the outreach team nurse, supervise clinic health staff in their day-to-day activities
and provide feedback and on-job training to ensure quality work and adherence to WHO/MMH
protocols.
· Jointly with the outreach team members, organise training sessions to clinic staff and community
health volunteers on first aid care, rational drugs use and other PHC clinic related topics as
needed.
· Give technical support to the community health volunteers and coordinate with health promoter
to ensure quality health education and promotion.
Monitoring and evaluation
· Organise and supervise stock management of drugs and outreach clinic commodities.
· Attend monthly team meetings.
· Participate in joint rapid assessments of potential outbreaks of diseases as requested
General activities
· Represent the outreach program team to local authorities and community in absence of program
manager
· Remain flexible to perform other duties as required or requested.
Qualification
· Clinical Officerwith minimum 1 year experience in primary health care settings and clinic
management in rural African setting.
Work experience and skills required
· Favourable to person with experience in medical response to disaster area, surveillance and control of communicable diseases in disaster area.
· Sensitivity to the needs and priorities of conflicted-affected populations.
· Pro-active team player.
· Adaptable, flexible and mature in judgement.
· Understanding of medical ethic and patient education.
· Have ability and motivation to travel and work long continuous days in remote villages
· Experience in training or guiding other health workers.
· Experience in data collection.
· Proficient in English language.
· Excellent Arabic language skill a plus.
· Good practice on Microsoft Office package.
