The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 161 Members (160 States and the European Union) that acceded to its Statute, and 22 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

The Division of Administration and Management Services is responsible for providing the Secretariat with efficient support in managing its human and financial resources and ensures effective and timely delivery of Human Resources, Information and Communications Technology, Procurement, Financial, Travel and other General Services.

The Information and Communications Technology (ICT) Section provides a broad range of solutions and services to IRENA offices by enhancing technology to achieve the work programme targets. ICT works on strengthening service delivery operations aimed at enabling staff members, Members and other stakeholders to connect and share knowledge continuously.

Under the overall guidance of the Chief, Information Communications Technology and direct supervision of supervision of the ICT Operations/ Infrastructure Officer and within delegated authority, the ICT Network and Security Engineer will be responsible for supporting all aspects of first- and second-line ICT Support duties to design, build, operate and support ICT Network and Communications in a secure manner along with general administrative duties like telecommunication related billing and maintenance contracts management. Specifically, the incumbent will be responsible for the following duties:

ICT Network/Communications Administration and Configuration

  • Design and build ICT Network and Communications equipment which may include local and wide area network segments, server farm and perimeter network required for the Agency to meet its ICT capacity requirements.
  • Design and build ICT Network and Communications equipment which may include local and wide area network segments, server farm and perimeter network required for the Agency to meet its ICT capacity requirements.
  • Installs communications equipment for wired and wireless networks and monitors and controls the performance of communications systems deployed to support wired and wireless communication networks.
  • Prepares background material specifications and evaluate vendor-prepared technical proposals.
  • Collects and analyses network and telecommunications data and statistics for purposes of conducting communications reviews and/or cost-benefit analyses.
  • Performs periodic traffic engineering studies.
  • Recommends performance standards and maintenance guidelines for communications networks, local and wide area network segments and internet leased lines.
  • Provide operations support, preventive and corrective maintenance for all ICT network and communications elements hosted in IRENA datacenters.
  • Provide Monitoring and Reporting Services Capability on a 24 x 7 basis
  • Provide remote support services during Extended Business Hours.
  • Provide periodic preventive maintenance services and corrective maintenance support as required for ICT Infrastructure.
  • Maintains and updates disaster recovery plans.
  • Performs new software, firmware, and hardware upgrades as required.
  • Manage / Coordinate network related enhancement projects.

Information Security Operations

  • Support and maintain security systems including firewalls, proxy servers, network and endpoint security monitoring systems and other systems as needed. This includes investigating and resolving issues with production security systems.
  • Monitor performance and ensure operations of security systems and sensors that provide information to IRENA's SIEM
  • Perform changes in configuration, software, hardware on security systems
  • Assist with vulnerability testing, risk analyses and security assessments.
  • Develop and maintain regular reporting metrics; to identify trends, advance warning of problems, and changes in system behavior or health.
  • Perform basic web application security assessment, to help teams identify and report on application bugs with possible security implications
  • Evaluate new technologies and processes that enhance security capabilities
  • Collaborate with colleagues on authentication, authorization and encryption solutions
  • Respond to information security issues during each stage of a project's lifecycle
  • Implement and maintain corporate security policies
  • Analyze and advise on new security technologies as directed

Service Coordination

  • Receive and logs service requests in the automated request management system as per the process and SLA.
  • Create and assigns work orders in accordance with established procedure.
  • Liaise with other areas of ICT and staff to facilitate completion of service requests.
  • Provide advice to clients regarding ICT standards and workflow processes.
  • Perform quality assurance procedures to ensure client satisfaction.
  • Escalate problems encountered to the supervisor and/or third party vendors in accordance with established procedure.
  • Keep abreast of latest ICT standards and technology.
  • Perform other duties as required.

Physical Requirements

  • May be required to work on shift assignments on weekdays to maintain the service coverage beyond regular office hours. Occasionally, the incumbent may be required to work ad-hoc assignments during evenings or early mornings of working days as well as holidays and weekends.
  • May be required to visit user’s premises to resolve problems on their servers or desktop PCs.
  • May require the ability to cope with the working conditions of the Data Centre where the level of noise and electro-magnetic fields may be slightly higher than the normal office environment while the temperature may be lower.

Qualifications

Education: High school diploma or equivalent. Post-secondary education/courses in the area of Computer Science, ICT or related field. Cisco certification at professional or higher level is required.

Experience: A minimum of seven years of relevant work experience as an ICT Network and Security Engineer in a large enterprise. Experience working in International organizations is an added advantage.

Language: Excellent command of written and spoken English is a must. Knowledge of additional languages is an asset.

Skills: Good knowledge of MS Office, Computer Networking Security is required. ITIL Certification is highly desirable. Project management experience will be an advantage. Knowledge of Data Center technologies (servers, storage area network, storage arrays, data backup systems) and ICT Facilities management.
