Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for an experienced and highly qualified Head of Finance and Administration to manage the financial and administrative processes and staff in DRC’s operations in Sudan. Who are we?
The Danish Refugee Council (DRC) has been operational in Sudan since 2004. From the outset the intervention has focused on Darfur. The aim of the programme is to promote durable solutions for the conflict affected population through community driven processes, livelihood programming and infrastructure support. DRC undertakes life-saving assistance when deemed necessary. The programme focuses predominantly on the conflict-affected population living outside of camps in the rural areas, and to a lesser extent the displaced living in camps.
DRC Sudan implements out of three field offices in Central Darfur responding to the long term displacement through community driven programming and through humanitarian assistance to people being displaced due to the current outbreak in the area. The field offices are located in Zalingei, Nertiti in the Jebel Marra area, and Garsila, while the Country Office in Khartoum, where the HoFA is placed, supports the operation. DRC's overall strategic objective in Sudan is to improve conditions to foster protection and promote durable solutions for displaced persons and conflict-affected communities in Sudan'.
The Sudan programme expects to implement a portfolio of projects totalling approximately USD 4-5 million in 2016 and employs 7 international staff and about 80 national staff members. The primary donors are Danida, UNHCR, UNDP, EU, CHF and DRC itself through private fundraising.
About the job
The position of Head of Finance and Administration (HoFA) with DRC Sudan is a cornerstone in keeping up the high quality in DRC’s operations. The HoFA is responsible for providing leadership in all matters relating to finance, administration, HR, procurement and logistics; ensuring that DRC Programmes operate in accordance with DRC’s operational standards as expressed in the DRC Operations Handbook and comply with donor guidelines and international auditing standards. The HoFA reports to the Country Director as the immediate supervisor and to DRC Finance Desk for technical support.
Duties and Responsibilities
The specific duties of the HoFA fall within the three areas of Finance/Admin, Human Resources and Logistics/Procurement and include:
Direct responsibility for ensuring that the DRC Sudan Programme operates in accordance with DRC’s operational and financial guidelines and donor requirements
The maintenance of an accurate and timely Financial Information System, including responsibility for monthly cash books.
Supervising, controlling and implementing corrective actions related to DRC’s standards for operations. This includes supervision of all financial reporting and financial procedures, donor reporting and audits, cash flow and liquidity management, legal framework and reporting relations to national authorities.
Direct supervision and management of staff in the relevant areas of responsibility. Capacity building of staff and partners as part of improving compliance with DRC standards and provide training as needed. This includes on-the-job training, coaching and delivering more topic-bound training sessions.
Leading the maintenance of local and corporate human resources systems, ensuring compliance with local legislation, equitable employment practices and accurate record keeping. Ensuring high-quality approaches are maintained to recruitment, performance monitoring and appraisals, and that there are staff development systems in place, including supporting strategic planning and risk management approaches such as systems for the safety and security of staff and assets.
Overseeing that Logistics procedures are in accordance with DRC Operations Handbook, ensuring auditable paper trail including areas of administration, such as local taxation, property leases, insurances, IT services and the like are dealt with professionally and in accordance with local legislation. And the all Procurement and Logistics comply to DRC and donor procurement guidelines.
About you
To be successful in this role we expect you to feel motivated working in the context of the humanitarian situation in Sudan with all the challenges it involves and have: solid experience in financial management, good at keeping the overview in a busy working environment with many overlapping deadlines and processes, strong ability to guide support staff and a good eye for detail. Moreover, we also expect the following:
Required
Relevant educational background (e.g. business management, finance, public administration, economics).
Solid experience with financial administration, analysis, budget development, accounting, financial reporting and understanding of donor regulations
Experience working with procurement and logistics
Prior experience working with human resources
At least 3 years of experience working in humanitarian settings
Ability to work under pressure and to meet deadlines in a challenging environment
Fluency in written and spoken English
Desirable
Experience managing financial administration in emergency and/or post-conflict settings preferable with IDPs and/or refugees in a humanitarian agency
Experience in co-financing arrangement, and strong information technology skills
Security management experience and familiarity with remote management is an advantage
Work experience from Sudan or in the region
Strong team player with ability to maintain positive attitude under pressure
Knowledge of Arabic
