1.0 INTRODUCTUION AND BREIF DESCRIPTION OF THE ASSIGNMENT
International Aid Services (IAS) is a non-political and non-profitable international relief and development organization founded in 1989 with the purpose of assisting people in need. IAS in Sudan implements programmes in Southern Kordofan, Western and Southern Darfur and Red Sea with particular focus on water and sanitation since 2004.
Since January 1 2019, the aid organization International Aid Services, IAS, is an integral part of Läkarmissionen
IAS plans to engage a consultant to develop a comprehensive salary structure. This exercise will be carried out in accordance with the existing labor laws of Sudan, regulations and policies relating to the office.
2.0 JUSTIFICATION
The above circumstances provide strong rationale for conducting a comprehensive salary structure and review of salary and benefits of staff to create an enabling environment for IAS, to develop and retain a highly skilled and motivated workforce and become an employer of choice.
In order to ensure that IAS remains a competitive organization that attracts and motivates skilled employees, it’s necessary for the organization to obtain updated information that can guide Senior Management Team (SMT) in making decisions on job profiles that are matched to an appropriate pay structure.**

3.0 OBJECTIVES
The overall objective of the assignment is, for the consultant to conduct a comprehensive salary structure of all the positions in IAS and provide information and recommendations that will guide the HR manager and SMT in making decisions on ensuring that IAS continues to attract and retain highly qualified, competent and skilled staff in order to deliver on its goals and strategic objectives as set out in the corporate plan
The specific objectives of the consultancy shall be as follows:
a) To undertake a comprehensive analysis and evaluation of all positions included in IAS organizational structure in order to define relative grade and step levels, taking in to account the concept of equal pay for equal value of work
b) To determine the scope, recommend the requisite qualifications and skills for each positions/job.
c) To review and assess the existing pay modalities of IAS.
d) To review and assess all existing IAS employees benefit, including allowances earned as stipulated in IAS human resource policy and recommend areas for improvement.
e) Propose a concept to implement the recommendations from the salary structure

4.0 CORE ACTIVITIES
The consultant shall carry out the following core activities:
a) Review documentation relevant to the jobs in IAS organization structure and have a close link with the Human Resource and Finance Manager.
b) Review the current job profiles and pay structure, evaluate the relative worth of jobs and design an appropriate grading structure.
c) Prepare an elaborate salary structure report with a clear presentation and analysis of findings, conclusions and recommendations.
d) Present a salary structure report for approval.
e) Propose a concept/implementation plan of the recommendations for the salary structure.
5.0 EXPECTED OUTPUT / DELIVERABLES
The key expected outputs/deliverables of this exercise will include:
a) Inception report containing a detailed work plan and approaches to execute the assignment.
b) Final salary structure report
c) Concept /implementation plan

7.2 Requirements
Interested consultancy firms and individuals should submit detailed technical and financial proposals.
The technical proposal should indicate the understanding of the assignment and how the firm intends to execute the assignment. The technical proposal should include a clear timeframe for the exercise. The CV, References for previous similar consultancies undertaken by the consultancy firm.
The financial proposal should provide details of the fees.
