Supporting Youth and Citizen Observation, Reporting and Advocacy of Sudan’s Transition

The Carter Center is beginning a multi-year project to support Sudanese civil society capacity to monitor the country’s democratic transition and the implementation of recent peace agreements. The project will focus on supporting youth, women, and citizen observers to monitor commitments undertaken during Sudan’s transitional period.
The Project Lead will be responsible for overseeing this nation-wide project for its duration, providing technical assistance to support the formation and strengthening of a national youth-focused citizen observer network and to manage the Carter Center’s technical support to the network’s independent observation activities in Sudan. Citizen observers will be trained in long-term observation, political and electoral rights, conflict mitigation, survey research methodologies, and voter and civic education, and supported to implement these skills on a national scale. Details of Position:
The Project Lead will be based in Khartoum and will travel throughout Sudan. This is an independent contractor position, planned for an initial deployment of 24 months from January 2021 to December 2022.
Applicants must demonstrate more than seven years of senior level experience managing civil society organization capacity-building projects. S/he should have solid experience in more than one of the following areas: election observation, advocacy campaigns, survey research, quantitative and qualitative data analysis, voter education, and conflict mitigation, ideally in sub-Saharan Africa or the Middle East. Experience in project management, including managing a diverse staff and project resources is required. English language proficiency is essential; Arabic language is highly desirable. Familiarity with Sudanese politics and culture is preferred. Leadership skills, cross-cultural understanding, and the ability to provide advice and guidance regarding democratic governance and conflict mitigation as well as organizational capacity building and project implementation are strongly encouraged.
Responsibilities in Brief:
- Under the direction of the Carter Center’s Atlanta HQ and in collaboration with the Sudan Country Representative, the Project Lead will manage all aspects of the Center’s planned technical assistance for the entirety of its duration and represent the Center’s citizen observation program activities in Sudan;
- Manage an office of 8-10 national and international staff, providing overall project management and direction toward the completion of project milestones and objectives as well as public communications;
- Support the creation and strengthening of a youth citizen observer network, including its headquarters and staffing;
- Oversee a series of nation-wide cascade trainings and observation, gathering feedback and periodically assessing its success to improve its effectiveness;
- Oversee financial management of field-based resources and subgrants, procurement of contracts, equipment, services, and other needs to facilitate implementation of the project;
- Forge, maintain, and lead relations with key political, government, electoral and civil actors in the country, as well as acting as a lead interlocutor in Khartoum with the international community and donor contacts, and the Center’s headquarters staff in Atlanta, Georgia; and
- Monitor electoral and political developments in Sudan in the transitional period, providing political analysis of the transitional period, assessing the role of civil society organizations in shaping Sudanese democracy, and helping envision potential future programming and project continuation.

يتولّى مدير المشروع الإشراف على وإدارة مشروع المبادرة المدنية للشباب والذي يغطي جميع أنحاء السودان طيلة فترة المشروع وذلك عبر تقديم الدعم الفني للقيام بتأسيس وتقوية وتعزيز الشبكة الوطنية للمراقبين المدنيين الشباب. كما يقوم مدير المشروع بإدارة الإشراف الفني المقدَّم من مركز كارتر إلى أنشطة المراقبة المستقلة التي تنفّذها الشبكة الوطنية في السودان. سيتم تدريب المراقبين المدنيين على المدى الطويل حول كيفية المراقبة المستقلة وحول حق الأنتخاب والحقوق السياسية وفض النزاعات والمناهج البحثية الخاصة بإقامة المسوحات، والتربية المدنية والانتخابية. وسيحظى هؤلاء بالدعم الضروري لتنفيذ هذه المهارات على المستوى الوطني.

تفاصيل المنصب
يكون مقرّ مدير المشروع في الخرطوم ولكن المنصب يستدعي السفر إلى كل أنحاء السودان. هذا المنصب هو لمتعاقد مستقل لمدة إستخدام أولية مكونة من 24 شهراً من يناير 2021 حتى ديسمبر 2022.
ينبغي على مقدّمي الطلبات امتلاك خبرة عالية المستوى، أكثر سبع سنوات في إدارة مشاريع بناء القدرات في منظمات المجتمع المدني. كما يجب على مقدم الطلب أن يتحلّى بخبرة عالية ومتينة في أكثر من مجال من المجالات التالية: مراقبة الانتخابات، حملات المناصرة، أبحاث المسوحات، التحليل الكمي والنوعي للبيانات، تثقيف الناخبين، فض النزاعات، ويُستحسن أن تكون هذه الخبرة في إفريقيا جنوب الصحراء أو الشرق الأوسط. على المرشحين للمنصب التمتع بخبرة في إدارة المشاريع بما في ذلك إدارة طاقم عمل وموظفين من خلفيات متنوعة، وإدارة موارد المشاريع. يُعتبر إتقان اللغة الإنجليزية بطلاقة ميزة ضرورية، وإتقان اللغة العربية مستحب جداً. من المفضّل أن يمتلك المرشحون للمنصب إلماماً بالسياسة والثقافة السودانية. يجب أن تتوفر في المرشح أيضاً المهارات القيادية والقدرة على فهم ثقافات متعددة وكذلك القدرة على تقديم المشورة والإرشاد في ما يخص الحوكمة الديمقراطية وفض النزاعات وبناء القدرات على مستوى المنظمات وتنفيذ المشاريع.

إدارة مكتب من 8 إلى 10 موظفين وطنيين ودوليين والقيام بإدارة عامة للمشروع بحيث يتم إنجاز كافة مراحله وأهدافه. يكون قائد المشروع أيضاً مسؤولاً عن التواصل العام.
دعم تأسيس وتعزيز شبكة للشباب في المراقبة بما في ذلك إنشاء مقرّها وتزويدها بفريق العمل
الإشراف على سلسلة من الدورات التدريبية الوطنية ومراقبتها وجمع الآراء حولها وتقييم نجاحها بشكلٍ دوري لتحسين فعاليتها
الإشراف على الإدارة المالية للموارد الخاصة بالعمل الميداني والمنح الفرعية وشراء العقود والمعدات والخدمات وغيرها من الاحتياجات لتسهيل تنفيذ المشروع.
إرساء علاقات مع أبرز الجهات السياسية والحكومية والانتخابية والمدنية في البلاد والحفاظ على هذه العلاقات ولعب دور الُمحاور الرئيسي في الخرطوم مع المجتمع الدولي والجهات المانحة وفريق عمل المركز في المقر الرئيسي في أتلانتا
رصد التطورات الإنتخابية والسياسية في السودان أثناء المرحلة الانتقالية عبر تقديم التحليل السياسي للمرحلة الانتقالية وتقييم دور منظمات المجتمع المدني في إرساء الحوكمة الديمقراطية السودانية والمساعدة في تصوّر برامج مستقبلية وآفاق من أجل استمرار المشاريع.
