BACKGROUND: UNICEF Gulf Area Office (GAO) supports the United Arab Emirates (UAE) and its line ministries and authorities to advance the rights of children under the framework of the Gulf Area Programme Document (2014-2017). Through this framework, UNICEF GAO and the Supreme Council for Motherhood and Childhood (SCMC) signed the Annual work plan (AWP) to work on a number of key areas in collaborating with different authorities (both public and private) to implement these programmes:
Bullying Prevention Project- aims to reduce the prevalence of bullying in schools through the implementation of an anti-bullying program. A 3-days training workshop has already been provided to 24 schools across the UAE, and the program is currently being piloted to test its effectiveness
Disability Project- aims to develop a strategic plan for children with disabilities in UAE in consultation with stakeholders and partners. A desk review, of relevant documentation on child disability has completed. Round Table discussions with relative stakeholders and organizations to present and validate the findings and recommendations of the assessment and to finalize draft strategic plan for children with disabilities in UAE is planned in May 2016.
Child Rights Indicators- aims to develop a national set of child rights indicators covering the clusters: health/ nutrition, education/participation, protection, and standard of living as well as tackling some aspects of child protection system.
Childhood Strategy- a first draft of a National Childhood Strategy has been developed. The existing Strategy needs to be restructured and in line with the guidelines of the Cabinet of the UAE with the given timeframe 2017-2021, in coordination with relevant ministries and authorities.
With very few existing Program staff in the UAE, the current Program Section is limited and the projects and activities cannot be implemented with the existing resources available. UNICEF GAO is therefore looking for an experienced consultant (preferably experienced in the area of child health) to provide support and technical assistance to the Programs Section, and assist in the implementation of these projects and relevant activities in the UAE
OBJECTIVE: Provide technical assistance to the Programs Section, and assist in the implementation of all Projects in the UAE including (but not limited to) the:
Bullying Prevention Project
Disability Project
Child Rights Indicators
Childhood strategy
DESCRIPTION OF ASSIGNMENT:
Under the overall supervision of the Social Policy Specialist at UNICEF GAO, The consultant is expected to perform the following tasks:
Bullying Prevention:
Assist in pre- and post-assessment data collection
Assist in review pre- and post- assessment evaluation reports of findings
Disability:
Assist in Round Table discussions with relevant stakeholders and organizations to present and validate the findings and recommendations of the disability report.
Assist in review the strategic plan for children with disabilities in UAE.
Assist in review the final disability report.
Child Rights Indicators:
Assist in meetings with Health Authorities.
Technically review the Child Rights Indicators-specifically section on health.
Childhood strategy:
Assist in meetings with line ministries
Assist in Round Table discussions with relevant ministries and partners
Assist in review the final draft of the strategy
Other program-related activities
Attend bi-monthly Program meetings.
Any other related tasks assigned by the supervisor
KEY DELIVERABLES:
Bullying Prevention Project:
- Pre (May 2016) and Post assessment data (June 2016) collected from schools is reviewed and shared with analyst.
- Evaluation report of pre-assessment and post assessment findings is reviewed and submitted to partners.
- Disability
- All aspects of the roundtable meetings and discussions are coordinated with relevant stakeholders (May 2016)
- Strategic plan and final report for children with disabilities is reviewed (August 2016) and shared with partners (September 2016)
- Child Rights Indicators
- A number of meeting with Health Authorities across the UAE are held (October 2016)
- Child Rights Indicators (health section) is reviewed (December 2016)
- Childhood strategy:
- Report on the round table discussions is reviewed
- Final draft of the strategy is reviewed
REPORTING REQUIREMENTS:
The Consultant will be expected to report upon the expected deliverables outlined above as per payment schedule outlined in the contract.
QUALIFICATION REQUIREMENTS:
The successful International Consultant must have:
- Education: Postgraduate degree (Masters/PhD) preferably in child health-related field
- Skills: excellent communication, research, analytical and writing skills.
- Language: Fluent in both English and Arabic (written and spoken).
- Experience: Over 5 years’ experience working with the government sector as well as UN agencies (preferably with exposure to the Arab/Gulf region)
- Candidate must have valid residency in UAE
PAYMENT SCHEDULE:
25% 1st progress report: end of June 2016
25% 2nd progress report: end of September 2016
25% 3rd progress report: end of November 2016
25% 4th progress report: end of the contract
