Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for an experienced and highly qualified Grants Manager with flair for M&E for DRC’s programme in Sudan. DRC offers a position in a highly professional and committed team. Who are we?

The Danish Refugee Council (DRC) has been operational in Sudan since 2004. From the outset the intervention has focused on Darfur. The aim of the programme is to promote durable solutions for the conflict affected population through community driven processes, livelihood programming and infrastructure support. DRC undertakes life-saving assistance when deemed necessary. The programme focuses predominantly on the conflict-affected population living outside of camps in the rural areas, and to a lesser extent the displaced living in camps.

DRC Sudan implements out of three field offices in Central Darfur responding to the long term displacement through community driven programming and through humanitarian assistance to people being displaced due to the current outbreak in the area. The field offices are located in Zalingei, Nertiti and Garsila, while the Country Office in Khartoum, where the Grants Manager will be placed, supports the operation. DRC's overall strategic objective in Sudan is to improve conditions to foster protection and promote durable solutions for displaced persons and conflict-affected communities in Sudan'.

The Sudan programme expects to implement a portfolio of projects totalling approximately USD 4-5 million in 2016 and employs 7 international staff and about 80 national staff members. The primary donors are Danida, UNHCR, UNDP, EU, CHF and DRC itself through private fundraising.

About the job

The position of Grants Manager with DRC Sudan is a cornerstone in keeping up the high quality in DRC’s operations. The Grants Manager is responsible for ensuring that DRC Programmes operate in accordance with DRC’s standards as expressed in the DRC Operations Handbook and comply with donor guidelines and meeting the proposal and reporting deadlines and requirements set by donors and building M&E systems in DRC’s projects in Sudan.

In a nutshell, the position of Grants Manager’s key responsibilities are:

  1. Oversee grants management and take the lead on meeting all deadlines, reporting, as well as providing strong coordination for proposal development

  2. Take the lead role in building M&E systems and processes in DRC Sudan

  3. Support quality programme development and reporting through engagement

The Grants Manager reports to the Country Director as the immediate supervisor, to the Head of Programmes for technical support and liaise with the Programme and Operations Coordinator in Copenhagen for support and guidance.

Duties and Responsibilities

Grant Management

• Ensure compliance with donor and reporting guidelines for DRC Sudan;

• Focal point for the DRC Grant Management System (GMS)

• Ensure timely reports that meet donor and internal requirements with support from programme staff

• Ensure that draft reports are disseminated for review and feedback to senior management and HQ prior to submitting reports to donor.

Programme Development

• Assist in the drafting/editing of concept notes and proposals, particularly with collating and preparing information from field teams;

• Support DRC assessments/surveys in coordination with programme staff and senior management.

External relations

• Liaise with donor representatives and appropriate government agencies, including attending sector meetings, in coordination with the CD

• Provide notes/briefings to external persons requesting information on DRC Sudan

• Develop appropriate visibility items/materials with field offices/programme staff.

Internal relations

• Provide updated inputs for HQ on relevant issues in the Sudan context, such as Situation Reports and supporting the drafting of strategic documents

• Prepare communication material (stories, pictures, internal report, etc.)

• Support the senior management/Country Director in facilitating visits to the Sudan programmes.

M&E

• Responsible for appropriate M&E on DRC Sudan

• Develop and ensure monitoring and evaluation tools and procedures of programs are in place

• Produce M&E plans and ensure timely collection/submission of information with programme staff at field level

• Produce regular analysis and reporting of M&E data collected

• Keep good centralised M&E records in Khartoum

• Monitor and provide regular feedback to donors and/or partners as needed.

Accountability

• Focal point for HAP DRC Sudan

• Ensure compliance in accordance with DRC accountability principles

• Support Field Offices in implementing HAP principles in coordination with DRC programme staff.

Others

• Other relevant duties as directed by the line manager.

About you

To be successful in this role we expect you to feel motivated working in the context of the humanitarian situation in Sudan. The safety climate in Khartoum is very calm, which means that there are no RnR in this duty station. However, the entertainment opportunities are limited and not equal to many other large East African cities, which you will need to thrive on. Moreover you: have solid experience in management of grants and donor requirements, good at keeping the overview in a busy working environment with many overlapping deadlines and processes, strong ability to guide/support staff and a good eye for detail.

Moreover, we also expect the following:

Required

• Relevant educational background (e.g. Bachelor’s or Master’s degree).

• Experience working for an NGO in a humanitarian context

• 2 years of experience in writing of proposals, reporting and in fundraising from major donors

• At least At least 1 year experience of M&E process and tools an advantage.

• Ability to work under pressure and to meet deadlines in a challenging environment

• Fluency in written and spoken English

Desirable

• Solid experience with grants management and M&E for the main donors in the Sudan Programme

• Work experience from Sudan or in the region

• Strong team player with ability to maintain positive attitude under pressure

• Knowledge of Arabic

We offer

Contract length: 31 December 2016, with possibility of extension

RnR: There are not RNR for positions based in Khartoum

Level: A15

Start date: 15th of July
