The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. NRC is Sudan is seeking an Area Manager who will ensure high quality and cost-effective programme implementation within the designated geographical area in the Central Area Office (White Nile or Khartoum).
Generic responsibilities
- Line management for senior project staff and support functions (and Field Office Coordinators) in the area
- Member of the Country Management Group (CMG)
- Compliance with and adherence to NRC policies, guidance and procedures
- Provide area specific input on Core Competency strategies, Country Strategy, Plan of Action
- Organize grants opening and closure meetings at area level
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies
- Assess needs, develop emergency response and implement response plans, including cash-based interventions and market-based programmes
- Ensure optimal use of resources within the allocated project budgets and CC strategies
- Represent NRC and networking on area level
- Ensure that capacity building is provided to all staff in the area
- Ensure overall security and safety of staff in the area
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
- Ensure the Area Management Team is well-led to help reduce suffering and humanitarian needs in neglected and hard-to-reach areas in the area of responsibility
- Ensure that for each group of people we aim to assist in the area of responsibility, that NRC’s focus also includes documented steps to further progress refugee protection and durable solutions for them
- Ensure that NRC rapidly responds to developing emergencies in the area of responsibility
- Manage relations with local stakeholders, especially local government/authorities and key partners (e.g. CSOs, UN agencies, partner NGOs)
- Oversee Project Cycle Management activities at the Area Office level
- Aligns leadership objectives with NRC’s HO ‘Global Ambitions’, RO ‘Hallmarks’, and the Sudan ‘Country Strategy’ as much as practicable.
Generic professional competencies
- Minimum three years of experience from working as a Senior Project Manager in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Experience in implementing and managing cash-based interventions and market-based programmes
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
Contextual knowledge and experience
- Knowledge of the context in Sudan, ideal (not mandatory)
- Knowledge of local languages (Arabic, Nuer, Dinka), ideal (not mandatory)
- Experience with refugee emergencies, ideal (not mandatory)
- Experience of working with cash and vouchers assistance (especially e-cash and e-vouchers) and with mobile network operators, ideal (not mandatory)
