Head of Finance - Sudan

Norwegian Church Aid (NCA) is seeking a competent and highly motivated Head of Finance to join our team in Sudan. In this vital role, under NCA's Country Director (CD), you will have the exciting opportunity to oversee and further develop the financial team, provide sound leadership, as well as build capacity and give technical support of finance staff and local partners. The Head of Finance has in cooperation with the Senior Management Team, the overall responsibility for ensuring that funds entrusted to NCA’s country office are handled in a transparent, efficient, and effective manner.

NCA has been present in Sudan for almost 50 years. The NCA Sudan Strategy 2020-2024 focuses on: Climate Smart Economic Empowerment (CSEE), Climate Resilient Water, Sanitation and Hygiene (CR WASH), Gender Equality/Gender-based Violence (GE/GBV), Education and Primary Health Care and Nutrition Services (PHCNS). NCA in Sudan works on humanitarian/emergency response, recovery, and long-term development. NCA is a member of the ACT Alliance and has a country office in Khartoum, and implements programmes in Darfur, Kordofan, White Nile regions and Eastern Sudan.

This is a two-year contract with a start date in September 2021 and you will be based in Khartoum. Please note that Khartoum is classified as a high-risk area and is a non-family duty station. This is an expat position only.

Duties and responsibilities

  • Member of the Senior Management Team
  • Management and quality assurance of the financial, budgeting, reporting and accounting functions for NCA Sudan in line with NCA’s online policies, systems and guidelines as well as relevant laws in Sudan, including back donor compliance and reporting.
  • Provide technical support and build capacity of finance staff and local partners.
  • Supervision and line management for finance staff including performance development reviews.
  • Work closely with the local partner organizations to ensure that all financial obligations according to the contractual agreements are met.
  • Develop and maintain strict financial management controls for the NCA Sudan Programme.
  • Promote and ensure cooperation in the management team between the field offices in the country office and with the Head Office in Oslo.

Qualifications

  • Relevant education in Finance, Management or Accounting.
  • Profound knowledge of accounting, experience from working with ERP and accounting software systems with good understanding and familiarity with the principles of the international financial standards.
  • At least 5 years’ experience in financial/administrative management in an International non-governmental organization (INGO) or an International company, including external audit, partner management, project management and grants management.
  • Experience and knowledge in project management and/or extensive coordination of a program.
  • Practical experience in using the finance system Maconomy (ERP) is desirable.
  • Understanding of major back donors’ rules and regulations and general conditions.
  • Experience and knowledge in team management.
  • Good Communication skills and proficiency in English, written and oral.

Personal qualities

  • Flexible, patient, and persistent with good facilitation and coaching skills.
  • Analytical Skill and understanding of Time Value of Money.
  • Ability to Forecast and make quick decision.
  • Systematic, structured, and accurate.
  • Good knowledge and experience of working with Microsoft Office applications (Word, Excel, SharePoint, Teams).
  • Proven ability to understand and adapt to local customs and cultural settings will be considered an advantage.
  • The person employed must be loyal to Norwegian Church Aid´s Christian values and accept the Code of Conduct.
