CARE Sudan has an exciting opportunity suitable to a flexible CARE staff member from either operations or program background, who already has good experience of supporting national agencies. CARE Sudan is a member of a UN funded consortium, made up of INGOs and NGOs, working on protection issues in South Kordofan region. The consortium lead is a well-established Sudanese NGO which has many strengths but has not been consortium lead before. CARE Sudan has been funded by the donor to provide support to the lead agency, mainly via a seconded staff member to support and advise on a number of areas, including: contract management, budget management, harmonization of systems (Monitoring and Evaluation or M&E, reporting etc.) and other functions which a lead agency needs to do. The post holder is expected to strengthen capacity of a range of people within operations and programs, in the lead agency as well as other consortium members. Also sometimes play a very hands-on role in coordination.
CARE will be responsible to provide management support to Global Aid Hand (GAH), via a full time staff member seconded to GAH, and also regular support from other CARE staff- Heads of Finance, Operations, Program and the Country Director. The purpose of CARE’s management support is to strengthen GAH’s capacity to: a) manage the consortium effectively, b) ensure quality assurance systems are in place and utilized, c) comply with all legal obligations and agreed standards of service.
Primary Responsibilities:
Ensuring legal frameworks established and followed: support GAH to establish all correct and appropriate contractual instruments to legally engage the consortium members; also, to ensure that all legal requirements vis a vis the Government of Sudan are upheld
Support quality assurance frameworks to be established/ harmonized and followed: each consortium member should have their own quality assurance frameworks (including standards, codes of conduct, M&E system, knowledge management), and elements of these will be used to agree on collective quality targets for the whole consortium
Supporting efficient management of key processes: Support GAH to develop timelines for submission of funds requests, narrative and financial reports, so that the consortium lead can collate and check before final submission
Advise on appropriate financial management systems: provide guidance and support for converting currency, reviewing financial reports for accuracy and compliance, ensuring advance balances are accurately reported/cleared and internal control mechanisms are robust for all consortium members
Support Project/Contract Monitoring: support GAH in developing and implementing the appropriate project and financial monitoring tools
Support consortium coordination: advise and support GAH on management of regular consortium meetings and sharing/collection of key program data
Produce communication materials: Lead on production of regular consortium communications, highlighting progress, challenges, learning and other key program data
Primary Skills:
At least 5 years’ experience of working closely with national organisations, in an advisory/ support function
Experienced in mid- senior operations management, particularly management of contracts, grants/budgets, donors, regulatory compliance.
Preferable to have some solid experience of programme quality management (monitoring, evaluation, accountability, knowledge management)
Preferable to have experience of NGO consortiums and the challenges of coordinating members
Excellent inter-personal skills, proven diplomacy, and experience of coordinating diverse groupings
Fluency in spoken and written English required. Arabic language is an advantage
Khartoum is where the postholder will be based. Khartoum is generally considered very safe, and has adequate shopping and medical facilities. There are plenty of restaurants and sports facilities, although travel outside the city is restricted. Travel to project sites in South Korodfan are expected, if permits are issues. The postholder will be expected to follow all the norms and regulations of Care Sudan.
