Organizational Setting and Reporting This position is located in Sector East, El Daein, UNAMID Human Rights Section. The Human Rights Officer will be reporting to the Chief Human Rights Officer through Senior Human Rights Officer.
Duties and responsibilities:
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
•Facilitate the implementation of human rights mandate in the designated area of responsibility aiming at the establishment of an environment of mutual understanding in respect to the human rights by establishing and maintaining regular work relations with local authorities, international and national organizations and civil society.
•Plans and coordinates activities related to human rights, including from a gender perspective, in the designated area of assignment.
•Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region.
•Collects, analyses and report on human rights data and indicators in relation to the office fight against impunity priorities and work plans, including gender-specific data and indicators.
•Prepares case files for submission to the judicial authorities and for inclusion in the data base.
•Participates in planning exercises to the elaboration of work plan for area assigned in accordance with established terms of reference, Ensuring that human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programmes.
•Represents the UNAMID's Human Rights Section at working level meetings with other mission components, as well as with international and national partners operating in the area of assignment.
•Participates and implements capacity-building efforts of the judiciary with respect to investigation activities on emblematic cases of human rights violations.
•Participates and implements strategic activities aimed at promoting access to justice, transitional justice and justice reform in view of ending impunity.
•Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
•Keeps the supervisor regularly informed on developments concerning the human rights situation
•May provide guidance to new/junior staff.
•Performs other duties as required.
Qualifications and Experiences:
Education: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or in an area related to human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. At least three years’ experience in the practice of law, as a lawyer, prosecutor, judge, legal consultant, or international legal assistance advisor, including at least one year in a regional or international organization supporting the development or reform of judicial institutions in a transitional, development or post-conflict setting or at least one year providing such support in the area of transitional justice, is required. Experience in coordinating and/or supervising a team is desirable.
Language: Fluency in written and spoken English and Arabic is required. Knowledge of other local language is an asset.
