Program Accountant

1. Specific Responsibilities:

The Program Accountant supports the ZOA organization in the timely availability of reliable accounting data and contributes significantly to the safeguarding that all ZOA administrative procedures are up to date and are being followed up.

He/she will work in close consultation with the Program Coordinator, the Logistic & Administrative Officer , all other Program and support staff in the program area, the Country Finance Coordinator .

2. The Program Accountant will engage in the following main activities:

1. Contribute to the financial and internal control systems in the program office by maintaining and developing of the Finance Manual and the Logistic & Administrative Manual;

2. Ensure that all administrative procedures according to the Finance Manual and to the Logistic & Administrative Manual are followed up in the Program area;

3. Advise and supervise ZOA staff regarding financial issues and procedures;

4. Provide support to field offices on finance management and capacity building of administrative staff of ZOA and local partners;

5. Ensure that all the financial transactions are properly booked in the accounting programme (ZOA Manager);

6. Ensure complete and proper documentation for all financial transactions;

7. Filing documents of all financial transactions in an orderly and standardized way;

8. Calculate monthly salaries and organize payments of salaries;

9. Timely payment of tax and social security contributions;

10. Ensure proper accounting for work advances, grants and payments to partner organizations;

11. Ensure that bank and cash books are always up to date and booked in the accounts system;

12. Ensure availability of enough money on the ZOA bank accounts by maintaining an adequate cash flow system;

13. Facilitate payments or transfer by bank;

14. Produce monthly financial reports for projects, partners, Country office and authorities and facilitate the monitoring of the program expenditures against the budgets;

15. Provide financial and other information from ZOA Manager and other finance records to other ZOA staff, whenever this is required;

16. Facilitate financial audits;

17. Any other duty that is reasonably consistent with the key tasks of the function.**

3. Authority

The Program Accountant is accountable to the Program Coordinator. He/she has a functional relationship with the Country Finance Coordinator.

4. Supervision

The position has no supervision responsibilities

5. Contacts **

External

Tax and Social Insurance departments, External auditors, Banks.

Internal

All Program staff, Country Accountant, Country Finance Coordinator , other Program Accountants, Internal auditor HQ.

6. Knowledge, Skills and Abilities:

- Proven working experience of 4 years in the relevant field;

- Minimum education: university degree in Accounting;

- Affinity with development work and International NGO’s;

- Fluent in Arabic in reading, writing and speaking;

- Good knowledge of English in reading, writing and speaking;

- Excellent knowledge of computers (accounting systems, Excel, Word).

8. Special working conditions

  • High flexibility to work on weekends, holidays and after office hours when required.

  • This position will be evaluated after one year.

  • The salary scale for this position at H Grade 6 - USD 846 gross per month

  • The ability to work in areas, which need further development.

9. Special requirements

The ability to travel periodically into field locations and to other ZOA offices.
