The Camp Management Project Manager, under the supervision of the Area Manager and with technical Support of the Camp Management (CM) Project Development Manager, supports NRCs Camp Management teams, including information management teams, in West Darfur who are implementing Site Management and Coordination of humanitarian activities for the recently 108,000 Internally Displaced People in around 100 gathering sites across Geneina city. Due to the different patterns of displacement sites, a three - layered Coordination and Management Approach has been adopted which includes a) static Camp/site Management b) Mobile Site Management and c) Urban Displacement and Out of Camps (UDOC), through centralised Coordination and Information Points (CICs).
Based in Geneina, West Darfur, the Camp Management Project Manager is responsible for the day to day management of the project and oversight of the CCCM (Camp Coordination and Camp Management) and UDOC field teams, as well as the Information Management (IM) teams, who are part of the CM team – overall 23 staff. The project activities that the Camp Management Project Manager will be responsible are including but not limited to supporting the establishment of coordination mechanisms for the IDP sites, setting up Complaints Feedback and Response Mechanisms, development of Camp Management as well as information management systems and tools (including for external sharing), ensuring Communication with Communities (CWC), running care and maintenance activities, supporting the establishment and monitoring of early warning systems.
The Camp Management Project Manager is responsible for implementation of project work plan, ensures regular reporting to the Area Manager and supports delivery of activities to ensure that all inhabitants of the sites are living a safe, secured and dignified life. The CCCM PDM will technically support the Camp Management Project Manager to ensure quality of the program activities during the project implementation.
Your basic background to perform the tasks include:
- At least 5 years of relevant experience at CCCM, having practiced mobile CCCM and UDOC.
- Experience from working in camp-based humanitarian projects, or of community engagement practices in humanitarian situations
- Previous experience from working in complex and volatile contexts
- Fluency in English, both written and verbal. Knowledge of Arabic is an asset
We shall measure your ability to perform on the below tasks:
- Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines, including those specific to Camp Management;
- Management of Camp Management, including information management, project staff within a large team (23 staff)
- Contribute to the development of Area and CC-specific strategies, initiate and participate in the development of CM projects and interventions;
- Implement plan of action for delegated portfolio of Camp Management projects (activities, budget and project documentation) in line with proposals, strategies, and donor requirements;
- Day to day follow of progress in project implementation
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
- Contribute towards actively implementing and supporting ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards;
- Ensure capacity building of project staff and transfer key skills
- Liaison and collaborate with relevant local authorities and stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy

To excel in your role, the below is necessary
- Experience with Protection, Peace building and Durable Solutions contexts
- Experience with Camp Coordination and Camp Management (CCCM) tools and ability to guide IM teams to develop and maintain IM products.
- Having completed and provided CCCM training to staff and/or authorities representatives and community leaders
- Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication
- Extensive and proven experience in both quantitative and qualitative data analysis
