Outreach Programme Coordinator
The Outreach Programme Coordinator reports to the Medical Director (medical technical) and to the Programme Manager (programme management). The position is based in Gidel with regular travel to the rural communities.
Key Responsibilities
Programme planning and development - Ensure appropriate systems for programme development and planning are in place with appropriate resources and schedules for effective programme delivery. Design health interventions that address the critical health care needs of the rural communities (men, women, girls and boys). Research, develop and write proposals with programme staff. Ensure evaluations and learning from previous years are taken into account when developing plans.
Programme implementation - Ensure implementation, logistics and budget plans are in place, plans are regularly monitored and adjusted, document and maintain relevant information, monitor progress and communicate with appropriate stakeholders, ensuring effective participation of beneficiaries. Coordinate in strengthening primary health care services and communicable disease prevention and control in the rural and conflicted affected communities, and provide guidance when needed. Conduct rapid assessments of potential outbreaks of diseases as indicated. Manage ORP resources and assets including store of medicines and supplies, prepare and submit procurement orders in advance for approval.
Programme Monitoring and Evaluation - Establish a system of monitoring activities, outputs and outcomes, ensuring quality standards are achieved, ensure deliverables are on time; resources are managed and used effectively. Develop annual/baseline surveys to measure outcomes and impact of the programme interventions. Conduct health data analysis and write bi-annual health data analysis reports. Conduct regular supervisory visits to the health facilities for support and monitoring of the programme. Conduct data analysis of monthly morbidity reports from the rural clinics, identify trends and develop activities in response as required.
Reporting - Ensure reports are completed in a timely and quality manner to organisational and donor standards using appropriate templates.
Budget management & compliance to donor and organisational standards - Ensure all resources are allocated appropriately and used in timely and compliant manner, regularly review budgets against activities, monitor and report ensuring compliance to organisational and donor standards.
Staff and Programme Performance Management - Ensure appropriate plans are in place, manage the achievement of the plans and manage poor performance with support of line and HR Manager. Supervise and support staff. Build capacity of the team members through on-job coaching and training, conduct monthly team meetings.
Representation - Represent the organisation to local authorities and community; attend relevant sector meetings.
Personal specifications
· Public Health professional / medical doctor with minimum 3 years’ experience in primary health care in rural African settings.
· Experience in primary health care / public health programmes in disaster affected areas. Experience in community health, health education and health promotion
· Sensitivity to the needs and priorities of conflicted-affected populations.
· Strong leadership skills and team management skills.
· Adaptable, flexible and mature in judgment.
· Good assessment, analytical, planning and reporting skills. Skilled in monitoring and evaluation tools and data analysis
· Have ability and motivation to travel and work long continuous days in remote villages
· Skilled facilitator and trainer
· Skilled in coordination with local authorities
· Excellent English language skill. Proficiency in Arabic is an advantage
· Proficiency in Microsoft Office package.
