Position Title: Health Program Manager (Sudanese National)
Location: Zalingei, Central Darfur, Sudan
Reports To: OFDA Integrated Program Manager
Closing Date: September 8, 2016

Primary Functions:

The National Health Program Manager has a clinical background and provides leadership and technical support for all health activities within this project. The National Health Program Manager will be based in Zalingei and will report to the PM II. S/he will be responsible for day to day management of health sector project implementation, supervision of on-site programmatic staff, day to day technical support for health facilities, and health staff capacity building. Other functions include close monitoring and evaluation, accountability to program participants, direct management of the sector national staff, and frequent coordination with the partner organizations health team. S/he will coordinate closely with the CRS national pharmacist in Zalingei to communicate health facility needs to the CRS logistics team in order to prevent stock outs within basic health units.

Specific responsibilities

  1. Program and Management Quality:

  2. Manage health component of integrated health, nutrition and WASH project funded by OFDA in consultation with OFDA Program Manager.

  3. Ensure that program strategic objectives and results under health sub-sector are fully accomplished and meet expected technical quality standards.

  4. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

  5. Provide strategic and operational guidance for health facilities supported by CRS

  6. Ensure availability of a basic health information systems for collection and analysis of essential data for basic health services and Maternal and Child health interventions.

  7. Co-ordination of the Health activities within the project in close collaboration with other members of CRS team and MoH.

  8. Conduct full oversight for implementation of the project Health activities, including changes of project direction or priorities in collaboration with Program Manager

  9. Prepare the project Health protocols and data collection, and ensure the team is fully conversant with and trained in use of protocols.

  10. Monitor and continuously assess health risks and outbreaks in the project area.

  11. Monitor the progress of project indicators and provide strategic advice on the monthly basis

  12. Review, develop, adapt and manage properly all relevant health data, supervision reports and training data.

  13. Ensure CRS is adhering to international technical and humanitarian standards in terms of health emergency response such SPHERE standards, MISP, etc.

  14. Responsible for timely follow up, advice and preparation and approval of all Health orders.

  15. Make sure uninterrupted health supplies are available in the project.

  16. Ensure projects have three-month buffer stocks of drugs and health supplies

  17. Collaborate and work closely with nutrition program staff.

  18. Prepare/Assist project based donor and other relevant reports.

  19. Ensure cross-cutting issues like gender, HIV, child protection, programs for vulnerable persons are mainstreamed in CRS health emergency programing

  20. Ensure that accountability feedback from beneficiaries is responded to and the response recorded in MEAL logs in a timely manner.

  21. Capacity Building

  22. Identify staff and partner capacity gaps in the health facilities and provide technical and managerial support

  23. Provide both on job and formal training for seconded staff, CRS, MOH and partner staffs

  24. Conduct training need assessments of health facility staffs, CRS, partner and MOH staff

  25. Coach, Mentor and train staffs on identified key areas for improvement in the management of health facilities

  26. Maintain training database and monitor the impact of training on change of services and capacities

  27. Supervision

  28. Provide technical support to the Health team, including participation in evaluation and impact analysis of the project.

  29. Design a supervision plan for support and supervision to the project health team to ensure quality of service and appropriate project management

  30. Quality control of Health logistics with senior logisticians on the project coordination and support of Health staff members.

  31. Regular on site and remote supervision of staff and their activities

  32. Develop links and support integration of the program interventions across health, nutrition and WASH departments.

  33. Promote correspondence between teams in the different field sites.

  34. Monitoring and Evaluation

  35. Constant assessment of the health needs of the community and guiding of activities to respond to their health needs

  36. Develop assessment checklist in close collaboration with Program Manager, and MEAL Manager

  37. Prepare monthly update of health facilities and pertinent project progress

  38. Monitor the progress of project activities and update the Program Manager

  39. Monitor the progress of indicator targets outlined in the OFDA proposal

  40. Ensure that the MoH and other partners receive regular activity reports and statistics.

  41. Document relevant documents in hard copies in consultation with Project Director

  42. Representation and communications:

  43. Co-ordination and representation with the MOH to ensure all project activities are carried out with their agreement and, as far as possible, their participation, together.

  44. Co-ordination and representation with MOH, UN, and other NGOS in Central Darfur

  45. Represent CRS in coordination meetings with other agencies, in all meetings that relate to health program in Central Darfur in consultation with the Program Manager**.**

Qualifications:

  • Qualified nurse/midwife/clinical officer/doctor with MPH and at least five years qualification experience
  • Previous experience of working in similar context with INGOs and health humanitarian emergencies
  • Demonstrable experiences in integrated health, nutrition and WASH programming and management
  • Experiences of working in a program of supporting health facilities in Darfur has added value
  • Experience in liaising with UN, other organizations and government officials
  • Good interpersonal skills and ability to sensitively and effectively manage staff disputes

  • Computer proficiency with MS Office.

  • Excellent oral and written communication skills.

  • Ability to transfer knowledge through formal and informal training to CRS staff, partners and MOH staff
  • Ability to represent the Agency with government, UN and non-government agents.
  • Sound judgment, assertiveness, and commitment to the Agency's mission.
  • Ability to work well with people, good judgment and commitment to CRS’ mission.
  • The ability to work independently with minimum supervision and the desire to embrace the challenge of working in a complex emergency.
  • Knowledge of CRS program quality standards and partnership principles is added value

Internal: OFDA Project Director, Emergency Relief and Recovery Coordinator, Area Coordinators, Project Officers, Program Managers, Head of Programs, other key staff in the Geneina and Khartoum offices.

External: Host country government officials in West and Center Darfur, UN officials, NGOs, donor officials and local partners
