Background
UNAMID is embarking on an urgent replacement and refurbishment programme for its existing warehouse facilities to preserve assets and stocked inventory valued at over $150M. The requirement is for the simultaneous assembly of up to nine (9) prefabricated steel frame structures of aluminum cladding and sandwich particle board panels. The buildings, each measuring 18 metres x 36 metres, are to be assembled from components packed in containers. Each warehouse module is to be erected on a cast concrete flooring capable to withstand loads of 7.25 kN/m2 from modular components packed in containers. In this regard, the project requires the immediate hire of three (3) Project Coordinators who will be located in Darfur, Sudan with UNAMID. The Project Coordinator will report to the Chief of Engineering Section and consult with the client user for modifications as appropriate. Due to the multiple locations of this project in El Fasher, Nyala, El Daein and Zalengei, the Coordinator will travel extensively to monitor and support the progress of this project.
Overall Objectives
The main objective of the Project Coordinator is to provide quality assurance in the speedy erection of the required building structure according to the manufacturer’s instructions. Additional objectives are to:
Ensure the erection and handover of the required structures with six (6) months from mobilization date.
Conduct a critical path analysis and make appropriate contingencies to minimize cost overruns and delays.
Demonstrate flexibility and resolve to negotiate across organizational boundaries to ensure key project milestones are met.
The scope of work
The Project Coordinator will:
Provide technical advice and support to hired work force to ensure the correct matching of key structural components;
Plan and coordinate the mobilization of labour and specialized equipment as and when required;
Provide guidance and support to Foremen in the observation of safe working practices especially where assembly work from heights is required;
Monitor the phases of construction and provide timely advice to the Chief Engineer and client user in de-conflicting competing resources;
Guide project Foremen in the interpretation of critical blueprints and assembly instructions;
Undertake direct liaison with other stakeholders and service providers to coordinate the timely provision of technical support;
Where customization and deviations are required by the client user, the Project Coordinator will ensure sufficient consultations to determine the technical feasibility of requested deviations or customization;
Provide technical guidance to local tradesmen in construction techniques which are compliant with international building conventions i.e; AC/DC power distribution procedures for Electrical Wiring according to IEC standards; casting and curing of concrete in high temperature environment to prevent fracture.
Alert the Chief of Engineering Section and client user of any unusual occurrences, incidents/deviations or damage that have taken place;
Comply with the reporting requirements listed hereunder.
Perform other duties assigned by the Supervisor.
Expected Outcome and Deliverables
The Project Coordinator will:
Ensure the completion of each of the three structures according to schedule and manufacturer's design specifications.
Train site foremen in the establishment of a Project or Building Site Dairy to document and report any occurrences or variations which may occur. This should include materials received, number of workers on site and other activities as tasked by the Foreman. This diary is subject to ad hoc inspection by the Chief Engineer.
Provide weekly narrative update on achieved milestones or delays.
Provide an end of Project report highlighting lesson learnt for future project implementation.
Qualifications required to perform the assigned duties of the post
a. Skills/knowledge
High School diploma or equivalent is required associated with Technical diploma either from a Technical College/Trade School or through an accepted national apprenticeship programme.
Valid national driving license is essential. Operator’s license for heavy construction equipment and MHE will be an asset.
Knowledge of warehousing relative humidity requirements and experience in ventilation and air-conditioning system requirement in harsh environment will be an asset.
b. Experience
At least six (6) years of relevant experience in construction project implementation in a private, commercial or military environment, installing, servicing, maintaining and repairing buildings and infrastructure.
Ability to read and interpret moderately complex construction blueprints.
Experience in international operations in a post conflict environment is desirable.
c. Languages required
Fluency in English (both oral and written) is required. Knowledge of Arabic is very desirable.
Conduct of Work
The Project Coordinator will conduct daily visits to field locations to construction sites and support facilities as necessary.
Reporting Requirements
The Project Coordinator will submit:
A daily brief to the Chief Engineer on the progress towards meeting the timelines.
A weekly narrative update after mobilization on achieved milestones or delays.
A monthly report narrating the progress achieved towards meeting the target dates for completion.
An end of Project report highlighting lessons learnt for future project implementation.
Duration of Contract
Six (6) months with possibility of extension.
