Specific Responsibilities
• Coordinate the plan and implementation of the livelihood programme earmarked by German Development Bank / Federal Ministry of Economic Cooperation and Development (KfW/BMZ) in 9 camps in the East, and report the key findings to the Livelihood Section in order to assure a smooth implementation, while recommending actions for improvement, and address proactively potential problems as necessary.
• Develop a job-placement counselling programmes for the graduates of vocational and skills training, and guide the partners to reinforce this area, linking the assistance to employment and business opportunities in the private sector in the society.
• Coordinate and monitor the performance monitoring of each beneficiaries to be conducted by the partners, assuring that all the findings are fully integrated in the livelihood database on time.
• Coordinate the impact evaluation of each project of each partner a few months after the completion of the assistance, through a random survey, and assure that the quality information on employment, income gain and return on investment are stored in the livelihood database.
• Verify the achievements and financial status of Village Saving and Lending (VSL) Groups in the field on monthly basis, and report the precise performance to the Livelihood Section.
• Identify good practices and model beneficiaries in the field and contribute to proper documentation and quality reporting to the donors.
Required Qualifications
- University degree (BA/B.Sc in Social Sciences), preferably economics and development, or related areas.
- 5 years of experience in related field, including 3 years of international experience preferably in;
- Monitoring and evaluation of the livelihood programme, using the result-based planning.
- Experience in case management, particularly in livelihood related programme such as job-placement or employment counsellings.
- Experience in large-scale information management and assistance management database. The experience in UNHCR operation or in refugee programme will be an asset.
Competencies
- Proven knowledge and skills in accounting, statistical calculation, info. Management skills. Understanding of UNHCR livelihood framework and standards is an asset.
