OVERVIEW OF THE POSITION
This position is based in Dubai under the auspices of Security Services and MCD is the primary Coordinator and Advisor for all security operational matters in the region as well as ‘in country’.
Under the overall guidance and supervision of the Senior Security Officer for High Risks Locations, the Regional Security Coordinator assists in the implementation of security operations and all matters relating to the management of safety and security for Fund personnel in the country or in the region of assignment.
GENERAL FUNCTIONS
§ Act as a First Responder to security incidents affecting Fund staff, offices and assets in the country.
§ Read, understand and be familiar with the IMF’s Security and Business Continuity Accountability Framework (SAF). Read, understand and be familiar with the IMF’s Emergency Action Plan (EAP) for the mission location, to include Safe Havens, Assembly Points and MERC (Medical Emergency Response Coordinator) contacts.
§ Liaise with key host government security officials, diplomatic missions, the World Bank, non-governmental organizations and other security partners.
§ Provide guidance to missions and resident staff on emergency security communication system available in the country.
§ Review security arrangements at the hotels and government offices where Fund business is routinely carried out as the Central Bank and Ministry of Finance.
§ Assist the headquarters based Regional Security Advisor (RSA) in collection, collation, verification and analysis of information on security situation in the country.
§ Conduct security liaison with the client to ensure all Fund staff are supported under the UN security arrangements in the country, including the zone warden system.
§ Act as Logistics and Operations Coordinator for all Fund missions in countries were missions are taking place. Liaise with appropriate security entities to arrange security support for these visits.
§ Assists in maintaining the Emergency Action Plan and Overseas Security Compliance Database including updating staff and key security contact lists.
§ Assists in reporting security incidents affecting Fund staff, offices and assets, and assists in the preparation of security reports.
§ Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members.
§ Conducts security briefings, as required.
§ Maintains routine and confidential correspondence files/documents.
§ Maintains a database of contact details in relation to host country security authorities.
§ Conducts security evaluations and provides advice on security measures for the residences of Fund staff, as well as on latest trends and threats to staff safety and security.
§ Establishes and maintains warden systems and keeps update of information related to Fund offices and residences in his/her areas of operation (country locations).
§ Arranges emergency drills on a regular basis.
§ Maintains liaison with commercial companies used for security at Fund offices and residences, in order to ensure the effective and efficient use of the guard force. Oversee office access control to include passes and ID systems.
§ Performs any other security related duties and tasks as required.
Education:
§ A University degree in Social Sciences, Security Management or other relevant discipline or equivalent education in the Army or Police Force.
Experience:
§ Minimum of 10 years security experience with NGOs, International security organizations or Police/Military related fields of work.
Language Requirements:
§ Fluency in written and spoken English.
Other Skills and Requirements:
§ Knowledge of HF and VHF radio operations; and other specialized communication related equipment such as satellite phones.
§ Knowledge of host country laws and customs as they relate to security operations as well as maintaining a good local security network.
§ Computer skills (MS Word, Excel, Access and PowerPoint).
§ Experience in the diplomatic security field, UN Security, protection and intelligence considered an asset.
§ Experience with training in the fields of Security and Safety Awareness, CPR and other related fields desired.
§ Must be physically fit, with a valid driver's license, executive protection driving experience and familiarization with armored vehicle concepts and operations would be desirable.
