Plan International started working in Sudan in 1977 and has a presence in four states our of 18 states, mainly (Kassala state, White Nile State, North Kordofan State and Darfur State) and implemented it program via a Child Centered Community Development (CCCD) approach, focusing on child rights, implementing programmes designed to enable communities to improve the lives of the most vulnerable and disadvantaged children and their families.
Reporting to the Country Director and with technical support from the regional Human Resource Partner, the Country Human Resource Manager will provide leadership and strategic direction for the HR function in the country program maximizing the opportunities to build and retain and effective team supportive of the Plan’s business needs while fully cognizant of the risks posed by the local context and the needs of staff in the changing environment.
Major Responsibilities:
•
· Member of the Country Management Team and reporting to the Country Director on all areas of opportunity and risk day to day and long term on HR for the delivery of Plan’s strategy.
· Directly manages only the HROD officer.
· Oversees HR needs of 188 staff (international and local) as well as short term staff and consultants
· Country wide strategic overview of the implementation of the country’s HR policy, including performance management across CO, PU and Project offices in seven locations to inform further system development and capacity building initiatives.
· Has responsibility for compliance with organizational and statutory policies and laws on HR legality matters.
· Budget responsibility limited to area specific matters

HR Strategy: Plan’s Sudan HR Strategy and related initiatives are fully aligned and supporting the delivery of Plans strategic goals in the Country:
· Implement and monitor the delivery of HR work in the country in relation to the Country HR strategy that is aligned to the regional HR strategic work plan and CSP priorities.
· Roll out all approved global people and culture strategic initiatives in the country and effectively manage the change associated with the roll out.
· Act as a conduit for communications from regional HR network to the CO and from CO to the regional HR network in relations to the roll out of regional HR initiatives.
· As a team player in the Regional HROD network, provide the lead at country level on HR projects and actions agreed by the network forum.
· Work with key stakeholders to identify HR risks emerging across the Country Programs and, establish priority areas for action.
HR Demand requirements: Plan Sudan CMT is facilitated to determine the number & type of human resources needed & structures/ teams they should work in based on strategic business choices for development & Emergencies.
· Facilitate the systematic and timely HR resource planning for programme and emergency response work in the country.
· Provide HR business partnering support to the Core CMT and ECMT, ensuring that HR needs (supply and demand) are identified and discussed as part of business.
· Assist managers and supervisors at country level to define jobs that are realistic and aligned with strategic program (Job Descriptions).
· Provide contextualised HR input into the development of Country Strategic Plans (CSPs), taking an overview of the HR strategies within this to ensure that they incorporate effective workforce planning tools and are aligned to Global P&C strategy.
· Ensure the timely dissemination of vacancy opportunities within Plan to all staff in the country.
HR supply requirements: Plan Sudan Country management team is facilitated to recruit, manage and develop diverse high performing teams in the delivery of development and emergency response programs across the country.
· Facilitating the recruitment and selection of high quality local staff in the country for both development and emergency responses.
· Facilitating the skills improvement of managers and supervisors in people management practices.
· Providing effective materials for new recruits to inform about Plan in the country and assist in their consistent and effective on boarding and induction.
· Ensuring the pay system in the country is consistently applied in line with Global Plan Pay policy and local labour legislation.
· Monitoring of performance management practice, talent management and training and learning initiatives and opportunities.
· Facilitating resolution of any conduct or performance issues with staff on local contracts in the country, using informal or formal mechanisms as required.
· Facilitating the resolution of any grievance issues involving staff on international contracts in the country, using informal or formal mechanisms as required.
· Providing an oversight of all recruitment and selection of Country Program staff ensuring that the best possible candidates are recruited as quickly and efficiently as possible.
· Ensuring that all consultants, volunteers, and interns working for the country office are recruited and managed in line with Plan policy and good practice.

· Ensures that all employees understand the HR implications of employee policies and initiatives and has a plan in place for full implementation of those policies.
· Provide specialist HR support to the field based teams when required through regular visits to the program unit areas and field sites.
· Roll out Talent Management process for the country.
· Ensure that there is high quality HR support in the event of an emergency response in the country.
· Implement all recommendations from Child Protection self-audits and GA audits related to HR
· Update the staff handbook on schedule and check compliance with local labour law adjustments and Plan’s policies and procedures.
· Ensure compliance to minimum standards of Child Protection standards, Health and safety and people management in all sites where plan has operations.
Effective and Professional HR Team:Plan Sudan has an active professional team of HROD staff providing support to all staff and managers in the country program and performing to its full potential.**
· Manage the performance of each member of the HR team ensuring robust individual and collective performance measures are in place and their performance is measured against them through regular feedback and support.
· Ensure that each member of the HR team has up-to-date personal development plans in place which reflect his / her development needs.
· Enrol additional support as required for specialised areas of HR work
· Ensure that the HR team members have clarity about their respective roles and responsibilities and the direction of the department which are clearly communicated to others.
· Monitor and manage the country HR budget in accordance with Plan’s Finance requirements.
· Plan for and execute well-coordinated meetings that support the work of HR across the country program.

Salary and Benefits:
Plan offers a very competitive salary and benefits package to its employees. The employee shall receive a net salary in United States Dollars at the prevailing exchange rate on the day the Salary is paidper month In addition to the salary; Plan offers a generous package of benefit and different allowances including health insurance. Plan also pays additional three months basic salary every year to staff during key festivals "Eid Alfeter, and Eid Adha” and in the month when school starts in Sudan. Plan also provides a number of capacity development opportunities to its employees including Talent Management Program.
