Project Summary: **
The United States Agency for International Development (USAID), Program Office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) will provide USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.

Position Summary:
Under the supervision of the chief of party (COP) the deputy chief of party (DCOP) will be responsible for leading and managing the technical work related to performance monitoring and conflict analysis under this contract. Among other relevant tasks, the DCOP will lead/oversee the work of the Third Party Monitors and support them in data analysis and presentation of the data and findings to USAID; and undertake conflict assessment and analysis of the ongoing unrest and violence in South Sudan in order to help USAID understand and adjust to the possible impact of the conflict on USAID current and future programs, and Implementing Partners. The DCOP may also serve as the team leader of select assessments conducted under this task Order and serve as Acting COP during absences of the COP.

Responsibilities:

• Organize and supervise the day to day programmatic activities, including the Third Party Monitoring, Evaluations and Assessments, Data Quality Assessments, and other activities as requested by USAID, such as IP meetings.
• Manage the technical staff on the program, including the M&E Specialist, the Third Party Monitors and the Information Management Advisor.
• Ensure analysis from Third Party Monitoring, Evaluations and Assessments, Data Quality Assessments, and other activities as requested by USAID capture the interaction between programming and the context “conflict.”
• Help effectively manage in-country partner relations, including governmental and implementing partners' representatives.
• Conduct troubleshooting with South Sudan partners on programming issues to ensure that issues are resolved in a timely manner.
• Represent the project in a favorable light to the project's partners, the broader development community in South Sudan and USAID/South Sudan.
• Represent the project at events or functions, as designated by the COP.
• Participate in or lead evaluation/assessments/special study teams
• Work closely with the DFA to coordinate the operational support for the programmatic activities.

Qualifications:

• Graduate degree in the field of evaluation, peace-building, conflict mitigation, international development or a related technical field or equivalent work experience.
• At least eight (8) years of experience in international development or a related field
• At least six (6) years of international experience in the design and management of assessments and evaluations and/or conflict analysis that includes identifying the root causes of the conflict; key actors and their interests; political analysis of how these interests are affecting or could affect USAID programs by geographic areas; operational and security implications for USAID programs and partners.
• At least five (5) years of experience recruiting, forming and successfully managing teams and ensuring the quality of their products.
• Excellent English writing skills and speaking ability, with significant experience in conflict/post-conflict environments.
• Experience in South Sudan is preferred
