Responsible For: Line Management of Senior Programme Quality Advisor, Systems Manager, Programme Accountant, Area Managers (3)
Liaises With: Programme Advisors, Country Finance Controller, HR Manager, General Operations Manager, Emergency Response Coordinator and ACD South Kordofan Programmes.
Job Purpose:
As a member of the country management team contribute to the programming and management of the Sudan country programme. Specific responsibility to develop, coordinate and manage all aspects of the Concern West Darfur programme in accordance with all relevant policies of Concern and in line with the country strategic plan.
Main Duties & Responsibilities:
\*Overall:*****
- Assist the Country Director in coordination, management of the country strategic issues through involvement in decision making.
- Manage Concern’s programme in El Geneina/Kerenick, Mornei, Kulbus, Seleia and Sirba areas covering existing water/sanitation, nutrition/health, and livelihoods interventions in line with Concern policies, approaches and best practices.
- Co-ordination and supervision of the Darfur senior management team.
- Oversee the review of current practices of equality considerations, and issues related to gender based violence and HIV&AIDS mainstreaming.
- Facilitate/secure local funding arrangements for emergency and recovery proposals from different donors – including from USAID, DFID, EU, CHF (Common Humanitarian Fund) and other UN pipelines in close coordination with head office in Khartoum.
- Seek opportunities for Concern West-Darfur to contribute to Concern WW’s organizational learning through documenting case studies, lessons learned, and presenting it in relevant forums.
\*Programme:*****
- Ensure effective operational management of programmes in West-Darfur.
- Facilitate the process of high quality programme development by developing appropriate Project Concept Notes, Proposals etc., by ensuring adherence to Concern Worldwide PCM process in a participatory manner.
- Ensure that Concern in West-Darfur retains its capacity to respond to emergencies and recovery needs in a timely manner.
- Ensure project monitoring and evaluation is conducted to a high standard.
- Ensure that all Concern mainstreaming polices are incorporated in to all programme planning and implementation.
- Support the development and constantly evaluate an emergency response plan to enable an effective response in the event of a negative change in the current situation.
- Lead the West Darfur programming in line with the 2013-2017 country strategic plan, and context of Darfur
\*Systems:*****
- Overall responsibility to ensure all systems in West Darfur are managed and run in line with Concern policies and procedures and in line with internationally accepted standards of best practice – HR, finance, logistics, transport, admin, IT.
- Overall responsibility for staffing (both international and national) in the W Darfur programme.
- Ensure all staff have performance and development PDR set and regularly reviewed
- Lead the process of local staff capacity building by developing a comprehensive and realistic action plan based on needs assessment.
- Facilitate the identification of technical expertise gaps in all sectors and help ensure those gaps are filled.
- Ensure all staff has a healthy work life balance.
- Coordinate and manage all advisor consultancies to the Darfur programme.
- Assume overall responsibility for budget development & expenditure in Concern’s Darfur operation. This includes the development of budgets based on participatory programme planning by relevant Advisers and managers.
- Comply with authorization levels for financial expenditures and ensure that staff do likewise.
- Contribute to developing/finalizing specific country logs, and finance manuals.
\*Safety and Security*****
- Overall responsibility for the coordination and day to day management of an effective security plan across all programmes and locations.
- Facilitate the implementation of Concern West-Darfur Security plan, and monitor situations as appropriate.
- Ensure the security management plan (SMP) for Darfur is kept up to date in line with the constantly changing environment and assist in the process of regular review of the overall country SMP.

- Represent Concern at relevant government, donor, UN or inter agency meetings.
- Contribute to the overall INGO’s/UN coordination of West-Darfur, to facilitate effective humanitarian intervention in the state.

- Ensure timely submission of reports both within Concern and to project donors.
- Lead the process of developing an effective daily/weekly/monthly planning and reporting system for the programme.

PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
- 3rd level qualification in relevant field preferably in management, social sciences or other related professional fields.
- At least 5 years overseas experience with an NGO with an emphasis on programming and 2-3 years at a senior management level.
- At least 2 of these years should be in managing a complex and insecure emergency context. In addition, experience of managing/working with the transition from emergency response focus to early recovery and rehabilitation/development context.
- Experience of mainstreaming issues such as equality, HIV&AIDS, protection; ensuring accountability to beneficiaries; monitoring & evaluation processes ensuring programme quality.
DESIRABLE
Education, Qualifications & Experience Required:
- Masters Qualification in Management
- Work experience in Sudan / Horn of Africa region.
- Knowledge of Concern Policies and Programming Approaches.

· Familiarity with humanitarian law and principles of humanitarian action (international code of conduct and humanitarian charter).
· Familiarity with Sphere guidelines and People in Aid, code of best practice.
· Knowledge of Humanitarian Accountability Principles.
