Purpose of the Assignment

The International consultant to support delivery of product informing decision makers (and for reporting needs) about the status of children in humanitarian situations. The product is categorised into two areas 1) pilot in two States, a functional situation monitoring IM system at State level, with a set of established Standard Operating Procedures (SOPs); 2) pilot in two States, collection of all UNICEF services and their geographical locations and develop as a part of the IM system. The product should support evidence based prioritization and agility of humanitarian coordination and efficient service delivery in the rapidly changing emergency context

Assignment Tasks

1. Situation Monitoring IM System

  • Support the strengthening of the State situation monitoring for better state humanitarian sector lead coordination - Develop a pilot IM system for two selected States (North Darfur and Blue Nile) capturing situation monitoring of vulnerable children affected by emergencies;
  • Develop SOPs to clarify the roles and accountability from data collection, input and quality control. Accountability takes into consideration the role of M&E staff in the field, field based programme staff, Chief of Field Office, Emergency team (Sector Leads and IM), Khartoum PME team, Khartoum Programme staff, Section Chiefs and Senior Management,
  • Consult with Senior Management, E-CMT, Section Chiefs, Field Office Chiefs on SOPs, regarding roles and accountability for data collection, input and quality control for the Situation Monitoring IM system.
  • 2. UNICEF Services mapping

  • Systematize data collection of geographical location data of all UNICEF supported services in two pilot States,
  • Develop UNICEF Services Location data base and SOPs and ensure an available Piloting GIS Service Multi Sector Mapping in the two selected states of North Darfur and Blue Nile; Coordinate with the GIS Specialist to link the State based IM system to the UNICEF Khartoum Geo Database to enable visualization through maps for further analytical use.
  • Contribute to the ongoing efforts for creating a central hub information infrastructure – provide advice to Chief of PME in close discussions with GIS specialist about the technology and required additional competency of developer for an online dashboard interface for the Situation Monitoring IM system that can be accessible to all staff.
  • Coordinate with the Knowledge Management Specialist to ensure coherence with existing office Knowledge Management tools knowledge Management tools (including E-tools),
  • Support development of a database to store the collected location data of UNICEF supported services in two pilot States, develop SOPs and training to the Field Office,
  • Coordinate with the GIS Specialist to link the database to the UNICEF Khartoum Geo Database to enable visualization through maps for further analytical use,
  • 3. Participation in Inter Agency Information Management Working Groups

  • In coordination with the Knowledge Management Specialist, GIS Specialist, participate in the Inter Agency Information Management Working Groups where situation monitoring systems are discussed and UN Partner Service delivery location data is shared (OCHA led IMWG, UNHCR led IMWG, RRR Sector led IMWG, DTM Working Group, GIS Sub Working Group).
  • Expected Deliverables

    1 Circulation of established monthly overview data/reports on situation of vulnerable children both for the Nationwide Country and for the Two Selected States of North Darfur and Blue Nile

    2 Concept Note for Situation Monitoring IM system and UNICEF Services Mapping for two pilot States is developed:

  • Identify existing sources for Situation Monitoring available at the National level
  • Identify existing sources of UNICEF Service location data at the National level (Government Partners, UNICEF led Sectors, Other Agencies, UNICEF Sections, etc.)

    3 Visit the two Field offices piloting for the two selected states to identify credible sources for Situation Monitoring at the State level including system development for data collection/ verification

    4 Develop Situation Monitoring IM System and SOPs with Stakeholders (Senior Management, Section Chiefs and CFOs) for testing to support periodic monitoring

    5 Finalize Situation Monitoring IM system and UNICEF Service database based on feedback from testing

    6 Ensure Training to Field Offices on delivering State based situation monitoring of vulnerable children and updating UNICEF Service location data ; Regular data on vulnerable children are available in the two selected states for adequate humanitarian sector lead coordination

    7 Develop UNICEF Services Location data base and SOPs and ensure an available Piloting GIS Service Multi Sector Mapping in the two selected states of North Darfur and Blue Nile; Coordinate with the GIS Specialist to link the State based IM system to the UNICEF Khartoum Geo Database to enable visualization through maps for further analytical use.

    8 Support the finalization of ongoing creation of the Central Hub of Information:

  • Visit the two Field Offices piloting for the two States to start collection and verification of location data of all UNICEF Services to feed into UNICEF GIS Services database for further visualization;
  • Explore with GIS specialist the technology and required additional competency of developer to set up an online dashboard interface for the Situation Monitoring IM system that can be accessible to all staff.

    9 Provide monthly progress update to the Information Management Committee chaired by Deputy Rep in order to address potential bottlenecks

    10 Participation in Inter Agency Information Management Working Groups (IMWG, [OCHA led IMWG, UNHCR led IMWG, RRR Sector led IMWG, DTM Working Group, GIS Sub Working Group]) Periodic as per lead agency decree

    Qualifications of Successful Candidate

    Education

    Education: An advanced university degree in Social Sciences, Demography, Development, Planning, Monitoring, Evaluation, Statistics or related field(s) required.

    Language: Minimum English.

    Years of relevant experience

    Experience: Minimum 5 Years of related work experience.

    Working knowledge of Sudan Humanitarian and Development context

    UN experience preferred but not essential for the right candidate.
