Essential Job Duties/Scope of Work:
Background/Context
Since 2004, the International Medical Corps ( IMC) in partnership with MOH, EU humanitarian support (ECHO) , Office of U.S. Foreign Disaster Assistance ( OFDA) | USAID, has been providing targeted, integrated, and comprehensive live-saving health and nutrition interventions in Darfur benefiting IDPs living in camps, Community Integrated IDPs, returnees as well as host communities. IMC implements primary health care, nutrition, and WASH programs, supporting 45 communities with integrated interventions. IMC also works to build the capacity of the health work force and of the community to ensure project activities are built into long-terms strategic planning and that the workforce will have the needed capacity to continue humanitarian interventions in the target communities.
IMC has been using the Community-based Management of Acute Malnutrition (CMAM) approach to manage and prevent malnutrition for Community integrated IDPs and returnees in Wadesaleh locality in Central Darfur. Malnutrition rates, particularly during the hunger period, are rising to emergency levels across the areas. IMC is planning to conduct a Semi-Quantitative Evaluation of Access and Coverage (SQUEAC) for Nutrition Program in - Wadesaleh locality-Central Darfur.Through this consultancy service, International Medical Corps plans to understand and the identify boosters and barriers to access services and to estimate the coverage of nutrition programmes in Wadesaleh Locality of Central Darfur
Overall Objective
- Develop the skills of key nutrition staff in conducting access and coverage survey using Semi Qualitative Evaluation of Access and Coverage (SQUEAC) methodology.
- Determine single coverage of CMAM services, identification of barriers to service access and uptake in Wadesaleh Locality of Central Darfur.
Specific Objectives
- Enhance competencies of IMC technical staffs in SQUEAC methodology
- Assess single coverage in the target areas of Wadesaleh Locality
- Identify factors affecting uptake of the CMAM services in Wadesaleh Locality
- Develop in collaboration with IMC specific recommendations to improve acceptance and coverage of the programme.
Duties and Responsibilities of the Consultant
To achieve the above-mentioned objective, the consultant will undertake the following:
- Train IMC staff and MOH representatives to equip them with skills to undertake a SQUEAC coverage survey independently.
- Supervise a full coverage survey (survey planning, data collection, analysis and reporting) in all the targeted areas of specific country
The applicant will be responsible for the conduct of the (SQUEAC) from its inception to its finalisation. Responsibilities include, but not limited to:
- Develop and design SQUEAC survey protocol, including sample size estimation , population size , and clustering of the villages etc, and tools using the SQUEAC technical reference document
- Build the capacity on SQUEAC of nutrition team.
- Train the SQUEAC data collection teams (including pre-testing questionnaire)
- Assume overall responsibility for implementation of the SQUEAC, including daily supervision of SQUEAC teams, daily data quality assurance
- Be responsible for data cleaning and analysis using Softwares like XMind, BayesSQUEAC, Epi Info, SPSS…..
- Prepare a draft SQUEAC report for review by IMC.
- Prepare a final report including background, methodology, results, limitations, conclusions, recommendations and a validation workshop if required.
- Make sure that the assessment is comprehensive and includes all relevant indicators
- Adhere to all national guidelines and standards, wherever they are available
Enter the data with experienced data entry person and ensure its quality Qualification /experience required for the assignment
- A health professional or nutritionist with MPH or MSc or advanced professional degree
- Experience in epidemiology, surveys and SQUEAC.
- Significant experience, at least five years, in community based studies including conduct of surveys , SQUEAC and other coverage assessments
- At least 2 year experience with the implementation of CMAM programs.
Excellent analytical and statistical skills.
Strong communication skills, with excellent written and spoken English
Excellent computing and analytical skills including at least in one of the following: Xmind, Bayes SQUEAC, EPI INFO, SPSS, ENA Software. Ability to work on own initiative and to meet deadlines.
Excellent reporting and data consolidation skills.
Proven competency and experience in monitoring, evaluation and impact assessment (with particular experience in the sectors of public health and nutrition)
Proven experience in participatory research methods
Experience of working with pastoral community.
IMC Responsibilities
- Conduct initial stakeholder meetings in project areas to identify critical questions that will contribute to the survey.
- Provide initial briefing to consultant, approve consultant work plan and gather together and provide key documents to consultant.
- Conduct follow-up meeting with stakeholders to share findings from the draft report and to solicit their recommendations for possible solutions to challenges the assessment identifies; the number of meetings will vary depending on the number of stakeholders.
General Conditions of work of the consultancy
- The consultant (s) will be based in Wadesaleh locality, Central Darfur and will spend most of the duration in the field.
- IMC will support and facilitate the consultant(s) travel to Wadesaleh locality, and back to his or her home
- The consultant will be required to abide by the IMC security procedures and rules in place for IMC staff.
- The consultant will cover his food and subsistence related cost while in Wadesaleh locality while IMC will offer only accommodation.
- The consultant will conduct his/her work using his/her own computer equipment. Other costs related directly to the task, like photocopying of questionnaires, shall be covered by IMC
Terms of payment will be negotiated upon acceptance of the consultancy. On the basis of the above proposed activities, the total budget for the consultancy will include VAT as required.
Final payment to the consultant will be dependent on the completion of all deliverables.
IMC Sudan reserves the right to organize a discussion and feedback session where the consultant presents the first draft report of the assessment. The consultant shall incorporate the feedbacks from this session as deemed necessary.
The assessment report shall be written in English.
The consultant will submit digital data, electronic and hard copies of the report written in Microsoft Word.
Deliverables:
- Final report (including short term and medium term recommendations), electronic and hard copy, detailed including all necessary chapters of standard reports.
- Data and analysis outputs, raw and electronic version.
Duration of the consultancy
- The proposed field work will last for 30 days (including training and technical support).
