Background RI has been working to address the causes and consequences of malnutrition and morbidity in North Darfur through the OFDA-funded Early Recovery and Resilience in North Darfur project, an innovative, integrated health, nutrition, WASH and food security and livelihoods program in Zamzam IDP camp, El Fasher, Sayah and Al Malha. To address the needs, RI is carrying out activities in Health, WASH and community-based nutrition with funding from OFDA. RI is working closely with UN, communities, community leaders and other WASH partners in North Darfur, WES, GWWD and SMOH in implementation of the activities in ZamZam camp, Sayah, and Al-malha. The project is expected to reach a total of 130,000 individuals with WASH activities over a period of 1 year from 1st of June 2017 to 31st of May 2018. The project in the end intends to reduce morbidity and mortality from water-borne diseases amongst IDPs and host communities.
Despite all RI effort to deliver effective WASH services, during dry season, the water sources experience depletion because Zamzam IDP Camp sits on rock (basement complex) that is unable to store large amounts of water. Water is found in cracks and is only refilled during the three-month rainy season, when water is abundant and often used for all sort of human activities, including gardening and to maintain the cattle. These activities become unsustainable during the dry season and for this reason are particularly important to monitor the water level and ration its consumption across the whole year.
General objectives of the Ground water consultancy
- Develop ground water monitoring system to ensure transmission of data from water points to the GWWD systems, in order to centralize the collection and analysis of data, enabling the authority to monitor and ration the use of the resource to extend the life of water points in times of draught.
Specific tasks
- Develop clear and justified system for timely collection, centralization, and analysis of water level data for GWWD.
- Help the installation of 5 data loggers to 5 water points while training the GWWD and RI staff;
- Help determining the specifications of the required equipment for the complete data collection and analysis in collaboration with the GWWD and RI team. This includes GPS, computer, android phones, mobile network and related licenses and contracts.
- Harmonize multiple existing data collection efforts and existing databases under the GWWD system;
- The consultant should build RI WASH Technical team and GWWD’s capacity on how to timely collect, centralize, and analyze of water level data so as Enable timely transmission from water points to the GWWD, as well as the communication from the GWWD to the operators of the water points with the related instructions on the control of water extraction.
- Build capacity of the RI WASH Technical team and GWWD on water level data collection, centralization and analysis to control water extraction and inform decision making processes;
- In collaboration with RI team, support the development of appropriate strategies for ground water monitoring for GWWD to achieve the optimal use of the resource.
Scope and Duration
The ground water consultant will cover 4 sections (A, B, C and D) of Zamzam camp and harmonize other old data loggers in to system. The target population of the program in target areas is 130,000 individuals.. The Consultant should ensure that all the 4 sections of the camp are equally covered. The assignment is expected to begin the first to mid November 2017 for 20 days.

Deliverables The Consultant should provide the following Deliverables
Ground water monitoring methodology
Training manual for ground water monitoring
Training of RI and GWWD staffs on ground water monitoring and data analysis
Installation of software for ground water monitoring data
Selection of 5 water points for installation of new data loggers
Installation of new data loggers
Develop and set up the GWWD monitoring system, including transmission of data from water points to GWWD
Handover to GWWD
Draft report
Presentation of the preliminary results to RI, GWWD and WES technical unit
Final report
Reporting and Dissemination Requirements:
Line of reporting: The consultant shall report to the RI WASH Coordinator or in his absence to the WASH Engineer based in El-fasher Office.

In addition to the report, Relief International requests the following outputs:
- Copies of the raw data
- A presentation in El-fasher/Darfur staff to discuss preliminary findings.
Notes
- RI undertakes the responsibility of facilitating travel and organizing meetings for the evaluator
- Early in the course of the ground water monitoring, the consultant must submit a list of people / institutions that s/he will wish to talk with, so that the program staff can arrange meetings. For example, Water Environmental and sanitation department (WES), Groundwater and Wadi Directorate (GWWD) and other relevant organizations.
Organizational Support
- RI will assist the consultant in identifying the translator.
- RI will provide transportation to the Consultant to visit the project areas
- RI will pay the Consultant according to the following schedule: 20% on submission of methodology, 60% payment on submission of the first draft report, 20% payment on final report submission.
Required skills and competencies
- At least 5 years of experience in the sector of groundwater management, hydro-geology or other relevant areas of expertise.
- Experience in conducting similar activities.
- Post-Graduate qualification in water related studies with focus on ground water management.
- Extensive knowledge of ground water monitoring tools.
- Versatility, flexibility and ability to adapt solutions to the context
- Experience in capacity building and knowledge transfer.
