Sudan: Resource Mobilisation/Prpposal Writing Experts for Livelivoods and Economic Recovery Projects in Sudan

In 2011, UNDP launched the Darfur Livelihoods and Recovery Programme (DLRP) as an early recovery initiative which has laid a strong foundation for sustainable livelihood, economic recovery and social cohesion in Darfur through the implementation of four interconnected projects:

  • Youth Empowerment
  • Pro-Poor Value Chain Integration
  • Community reconciliation for Coexistence and social cohesion
  • Promotion of Sustainable Return and Reintegration of Refugees and IDPs

The Programme aims to restore and improvelivelihood opportunities and prompt socioeconomic recovery in communities affected by conflict.

With the efforts of International community and the strong commitment of the Government of Sudan, peace and security has begun to return to Darfur and the need for recovery and Development interventions has now become critical - to restore basic services, consolidate fragile peace and to provide economic opportunities for the affected population in a way that prevents relapse into conflict. Guided by the needs of the populations and the priorities of the Government in the region, UNDP is seeking to expand the scope of its integrated Livelihoods portfolio under the above pillars and thus require expert support to increase its resource mobilization capacities.

We are seeking the services of top-notch proposal writing expert with cutting-edge skills and understanding of major donors and proven experience of writing winning proposals. Key duties will include the following:

  1. Scan and research funding opportunities and call for proposals from major donors, trusts, foundations and other private funding sources.

  2. Support in the conduct of rapid assessments and analysis required to design responsive proposals

  3. Draft Concept papers with the support of the field teams and experts

  4. Organize meetings with donors to understand funding opportunities, priorities and to guide the development of concept papers

  5. Develop full proposals/project documents in response to call for Proposals and other opportunities;

  6. Support Programme Teams in developing long-term relationships with major donors

Experience:

This request for applications is open for Individual Consultants; and meant to establish a roster of experts that can be deployed rapidly on short assignments onsite or reportedly specifically for the above initiative. Candidates must have the following:

Experience:

  1. At least 7 years of experience in designing projects, writing proposals for recovery and development projects in post-disaster; especially post-conflict settings;
  2. Posses technical expertise and competency in at 3 of the following areas:

-Agricultural Recovery and Rehabilitation (DLC01)

-Market-based interventions and Value Chain Integration (DLC02)

-Micro-enterprise Development including Micro-finance, entrepreneurship, skills development,

income generation activities (DLC03)

-Urban Livelihoods (DLC04)

-Natural Resource Management and Natural Resource conflicts (DLC05)

-Resilience Programming ((DLC06)

-Durable Solutions Programming ((DLC07) 3. Strong skills in assessments and Analysis in livelihood, market studies and conflict analysis

  1. Familiarity with Darfur context or similar contexts.
  2. Excellent writing skills in English. Competency in Arabic will be an advantage.
  3. Expert knowledge of the requirements and regulations of major donors such as DfID, USAID, EU, Canada and other key donors, Trusts and Foundations.
  4. Strong computer skill

Education:

MSc in Development related studies, International Relations, Business Administration, Agriculture, Peace-building or closely related disciplines.
