Sudan: Protection Officer (Mixed Migration)

ORGANIZATIONAL CONTEXT

Since 2011, the incidence of mixed migratory population flows has become pronounced along the North-bound or Mediterranean Route, culminating in the sub-regional Conference held in Khartoum, the Sudan in October, 2014 (now commonly known as the Khartoum Process). These population movements have involved thousands of migrants as well as asylum-seekers and refugees. Some of the individuals involved in these movements have been subjected to detention, deportation, as well as being trafficked. Those subjected to kidnapping and trafficking face extortion and sexual and physical violence. In response to this problem, from August 2012 to September 2013, UNHCR, IOM, UNODC, UNFPA and UNICEF jointly began to implement a project to enhance the protection of refugees, asylum-seekers and migrants at risk of abuse by smugglers and traffickers on the way into, through and out of the Sudan. To build on the positive results of the above-mentioned project and ensure sustainability, UNHCR and its partners have developed a joint strategy, which aims at assisting the Government of the Sudan to address the phenomenon of human trafficking; kidnapping and smuggling of persons; enhancing the protection of victims, and identifying solutions.

The Government of Sudan has also developed its own Plan of Action, parts of which UNHCR plans to support. Under the direct supervision of the Assistant Representative (Protection), the Protection Officer (Mixed Migration) will work with the protection teams in Khartoum and East Sudan to address issues of mixed migration and human trafficking. S/he will contribute to capacity building for protection staff working with individual cases, provide surge support for detention and monitoring work where appropriate, report on mixed migration for the operation, coordinate with IOM on joint activities, provide support to the telling the real story¿ project where necessary, participate in community outreach, and coordinate donor reporting where appropriate.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Undergraduate degree (equivalent of a BA/BS) in Law or Social Science or related fields plus minimum 6 years of previous work experience relevant to refugee protection, mixed migration, and/or trafficking and smuggling. Graduate degree (equivalent of a Master's) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.

  • Minimum 5 years of previous job experience relevant.

  • Experience in facilitation/training law enforcement authorities.

  • Experience in project management.

  • Familiarity with the UNHCR High Commissioner's Ten Point Plan (as revised) is mandatory.

  • Field experience.

  • Proficiency in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Familiarity with the phenomenon of mixed migration, including the various sub, regional and global Initiatives will be a major advantage for consideration for this Post.

  • For applicants who are not lawyers, completion of the Protection Learning Programme is mandatory.

  • Experience in data collection and analysis.

  • Interviewing skills, in particular with refugees and/or survivors or trauma and violence.

  • Knowledge of UNHCR programmes and activities.

  • English drafting skills.

  • Facilitation/communication skills.

  • Working knowledge of Arabic.
