Consultancy to Provide Technical Assistance to REACT SSA - Sudan Program
1.0AECF
The Africa Enterprise Challenge Fund (AECF) is a development finance institution leading holistic transformation of rural communities in Africa. We seek to alleviate poverty in the continent by unlocking the power of the private sector working in agri-business, renewable energy and gender to impact rural and marginalized communities in order to achieve Sustainable Development Goals.
With the vision to build “A Prosperous and Enterprising Rural Africa”, AECF provides high-risk, small and growing businesses with patient, low-cost financing and advisory support services to pilot, refine and scale their operations and ideas.
The fund has mobilized US$ 356 million to date along with US$ 658 million in matching capital from the private sector, supporting 268 companies across 26 Sub-Saharan African countries, in more than 40 value chains in agribusiness and renewable energy. AECF is headquartered in Nairobi, Kenya.
In the next three years, we are targeting to achieve a cumulative US$ 1 billion in additional beneficiary income; US$ 1 billion in matching funds attracted; 25 million lives positively impacted annually, 50% being women; and 20,000 jobs directly created by funded investees, 70% being youth.
2.0REACT Sub Saharan Africa Funding Window
REACT Sub-Saharan Africa (REACT SSA) is a US$ 61 million, Swedish International Development Agency (Sida) funded program that provides financing and technical assistance to innovative renewable energy businesses/ business ideas across Sub-Saharan Africa (SSA). The program commenced in November 2017 and will run for five years in Burkina Faso, Ethiopia, Kenya, Liberia, Mali, Mozambique, Zimbabwe together with a regional component to support technical assistance, and learning activities.
REACT SSA is expected to catalyse the private sector to increase the supply of cleaner fuels (e.g. ethanol) and cookstoves, and to raise awareness of the dangers from indoor air pollution. Providing low cost, clean energy will help improve the lives of the poor as children will be able to study using cost-effective lighting. The program is supporting activities that demonstrate how new knowledge in renewable energy technologies can be put into practice in ways that benefit the poor, especially women. It will also address provide an evidence base to address challenges in policy concerning the uptake of renewable energy in participating countries. These include inadequate legal, regulatory and institutional frameworks; lack of funds to expand rural electrification programs; pricing distortions that are disadvantageous to renewables; high upfront capital costs and financial institution reticence to clean energy lending; and limited relevant skills and expertise.
AECF is seeking a consultant to undertake a fact-finding phase to determine the extent to which a Sida-funded AECF mechanism can potentially be developed for Sudan.
The consultant will be required to build on the below foundational work that has been undertaken:
a) A market assessment of the Renewable Energy Market and related services in Sudan and mapping of potential stakeholders
b) A risk assessment and risk profiling including an audit of risk mitigation approaches in Sudan
3.0Purpose and deliverables of the Assignment
To provide Technical Support under for REACT SSA Funding Window – Sudan.
3.1Specific Duties and Responsibilities of Consultant.
a. Review of market assessment, stakeholder mapping and risk assessment reports of the renewable energy market and related services in Sudan
b. Undertake a detailed assessment of the legal and statutory implications of AECF implementing a Challenge Fund in Sudan. The consultant will conduct an assessment to ensure legal and Sharia Law compliance for proposed intervention design.
c. Draft the design of REACT SSA – Sudan based on the above findings, detailed program design of proposed intervention for Sudan which will include a program implementation framework, work plans, results frameworks and organisational staffing plan.
d. Work with AECF team to provide the necessary technical and logistical information required during the program period.
e. Any additional tasks/logistical support that will be assigned by the REACT SSA Program Manager from time to time.
3.2Outputs and Reporting Requirements.
a. Updated market assessment, stakeholder mapping and risk assessment report
b. Legal and statutory assessment report
c. REACT SSA – Sudan Program Proposal with implementation framework, work plans, results frameworks and organisational staffing plan.
4.0 Duration of Service
The task should not take more than 150 consultancy days, in the months of December 2018 to July 2019 and expected to commence in December2018.
5.0 Proposal submission.
Interested and qualified individual consultants are invited to submit their proposal(s) comprising of the following:
a. An understanding of the consultancy requirements.
b. Methodology and work plan for performing the assignment.
c. Detailed reference list indicating the scope and magnitude of similar assignments.
d. Relevant services undertaken in the past five (5) years.
e. Financial proposal showing clearly the budgeted cost for the work to be conducted by the consultant under the scope of work above.
f. The AECF is obliged by the Kenyan tax authorities to withhold taxes on services fees as well as any applicable VAT. Tenderers are advised to ensure that they have a clear understanding of their tax position with regard to the provisions of Kenyan tax legislation when formulating their proposals. All bids received must be Gross
g. Qualified consultants are expected to submit the bid in English.
6.0 Qualifications.
· At least 5 years’ experience in development, management and /or monitoring of RE programs in Sub Saharan Africa.
· An in-depth understanding of the renewable energy industry, including an understanding of the renewable energy regulatory and policy environment in Sudan.
· Demonstrated capacity to deliver in the timeframe outlined.
· Fluency in written, spoken English and Arabic.
