Programme Director, Sudan

(VR/PD/S)

About the role: This is a 24 month, replacement role with accompanied terms based in Khartoum with a salary of Grade C €38,518 - €43,733

You will report to the Country Director and will line manage all staff in the Kordofan (non-Darfur area).

We would like you to start in May 2017.

Your purpose: You are a member of the Senior Management Team and will provide leadership in the development and management of all programmes in accordance with organizational policies and the Country Strategic Plan. You will be responsible for the non-Darfur Programme (which is currently Kordofan) covering existing partnership programmes of WASH, livelihoods, health and nutrition and NFI’s.

You will be responsible for:

  • Leading the process of programme design and development in South Kordofan
  • contributing to the strategic planning for Sudan and establishing additional operations in another state in Sudan as envisaged in the country strategic plan.
  • Facilitate the process of identification of gaps in technical expertise among Concern staff and partners, coordinate the capacity building initiatives for national partner
  • Ensure planning and management of staffing and staff (national and international), programme quality assurance(cross cutting issues)
  • Ensuring compliance with the Core Humanitarian Standards
  • Ensuring reports both within Concern and to project donors are produced in a timely and appropriate manner
  • Lead overall financial management, budgeting and proposal planning, effective support systems for South Kordofan (finance, transport, logistics, HR and administration) and ensure that these are established for any new programme area
  • Representing Concern at relevant government, donor, UN or inter-agencies, keep abreast of the significant developments in the external context and help the Country Director to make appropriate and informed decisions
  • As part of CMT and as a focal person for Kordofan region, ensure that SMPS/SOPs/, PEER plans and emergency response initiatives are effectively managed at all times
  • Undertake other related duties as may be assigned by the Country Director and deputise for CD as necessary.

Your skills and experience will include:

Essential:

· Post graduate qualification in social sciences, management, Humanitarian action or relevant technical field (livelihoods and/or water & environmental health a distinct advantage)

· 4 years of relevant experience in developing/managing emergency programmes and/or post conflict context programmes (3 years at a senior level)

· Proven track record in staff management and capacity building with partners.

· Experience in using participatory approaches

· Proven experience of managing emergencies and longer-term programming

· Strong skills in proposal writing

· Empathy with Concern’s core values and policies.

· Flexible and adaptable to a changing environment.

· Ability to work under pressure often to strict deadlines.

· Self-motivated, progressive and proactive.

· Proficient spoken and written English

Desirable:

· Experience of work in Sudan / Horn of Africa region

· Previous Concern experience

· Experience in management programmes in complex fields/countries.

· Functional or working knowledge of Arabic

· Capacity to work and lead on a multidisciplinary team, and believes in multidisciplinary action.

· Strong commitment to be accountable to the people with whom we work and other stakeholders.
