Terms of Reference – AUR Coordinator Officer
Background:
The Technical Compliance Unit is one of the main Aviation Section component. Provision of Technical compliance Services, Effective Management of Aircrafts Utilization. Ensures efficient and effective recording and processing of Aircraft Flight Hours. Ensures effective and adequate Aviation Statistics related to Aircraft Utilization. Close coordination with all concerned from Aviation section (MAOC, Finance, contract management and Sectors Aviation Units) and the carrier’s site manager to ensure adequate records of all Aircrafts utilization and availability for operation. Monitor the submission of the monthly aircrafts utilization report to ATS UNHQ.
In view of the urgent need to strengthen TCU’s support to Aviation Section & HQNY, especially with the inadequate data to support the operation and ensure the safety, we kindly seek your approval to immediately hire 2 (02) international IC to strength the Technical Compliance Unit. The international IC is ensure adequate coverage through closer monitoring and optimal support delivery to the Aviation Section in HQ and Sectors.
Overall Objectives:
The AUR Coordinator Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Technical Compliance Officers)
· Monitor air operations activities and ensure that they are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO standards and recommended practices, IATA regulations and the host country's Aeronautical Information Publications (AIPs).
· Monitor that the most suitable air asset are utilized in terms of cost, safety and efficiency.
· Coordinate between Aviation Section and MovCon Section in regard to passengers and cargo
· Develop and implement statistic method to monitor the utilization rate of the contractual flight hours.
· Ensure that flight crews are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements.
· Ensure that statistic of UN/NON-UN passengers and cargo carried by UNAMID fleet are documented and readily available to be shared with Strategic Air Operations Centre for analytical purpose
· Monitor the accurate of the data ( Actually flying hours) received on daily basis from Flight Following.
· Prepare inputs, data and estimates for budget reporting and planning purposes.
· Perform other related duties as required.
Scope of Work:
Based on the background information and stated objectives, the international IC will determine the most appropriate and effective method of approach that would ensure the provision of effective and efficient administrative support to all Aviation HQ, Sectors Offices and ATS HQNY. The method of approach may include:
• Efficient and effective timely processing/submission of reports to UNHQ
• Efficient provision of statistical data’s related to aircraft utilization when required.
Expected Outcome and Deliverables:
· An established framework for the coordination and monitoring the performance of operators according to Aviation Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs) in UNAMID Aviation/Sectors.
· Report on weekly bases on Technical Compliance Unit support coordination activities.
· Report on critical support issues requiring the attention/intervention of Chief TCU & CAVO.
Competency and Expertise Requirements:
· A minimum of seven years of experience with high school diploma or equivalent technical or vocational certificate (five years with a diploma or first-level university degree) of progressively responsible experience in an airlines or airports .
· At least one year of experience in a conflict or a post conflict environment is desirable.
Conduct of Work:
The individual contractor will:
• Receive directions/guidance from the Chief Technical Compliance Unit (CTCU).
• Convene regular meetings/teleconferences/exchange emails with Aviation Sectors and CAVO (where appropriate).
• Conduct inspection to new arrival Aircraft before commencing to operation when necessary.
Reporting Requirements:
· Preliminary report on the selected methodology and the planned activities with timelines to achieve the stated objectives – 7 days after assumption.
· Report on critical support issues – Daily
· Report on issues requiring senior management’s attention/ intervention - Daily
Duration of Work:
· This assignment is for an initial period of three (3) months with the possibility of extension.
